LFR Levine-Fricke <br /> compliance with the RAO other than groundwater monitoring, which is not a <br /> remediation measure. <br /> Reduction of Toxicity, Mobility, and Volume through Treatment. Toxicity, mobility, <br /> and volume of pyrolytic oil-and metals-affected soil would not be reduced by treatment <br /> in this alternative. <br /> Short-Term Effectiveness. No action would result in no short-term effectiveness. <br /> Implementability. This alternative could be easily implemented. <br /> Cost. The total capital cost for Alternative 1 is considered low. These capital costs <br /> include installing one additional monitoring well to assess water quality below the Site. <br /> The present worth of operation and maintenance costs, including 30 years of <br /> monitoring and reporting, is relatively low. The total net present worth of Alternative 1 <br /> is low. <br /> Regulatory Acceptance. This alternative would not be accepted by DTSC or RWQCB <br /> because it does not actively remediate or treat affected soil. <br /> Community Acceptance. The community would not accept this alternative on the basis <br /> of input received to date from the public on a recently completed, neighboring, and <br /> similar project named the Westley Tire Fire Site(CIWMB, 2003). <br /> Alternative 2-Capping of Soil. This alternative would involve capping the ash, <br /> burned material, and surface soil with an engineered earthen cap or asphalt. This <br /> remedial alternative would meet the RAO for the Site by mitigating or eliminating <br /> potential exposure pathways to human and ecological receptors and significantly <br /> reducing the potential for contaminants to leach and affect groundwater quality. <br /> Overall Protection of Human Health and the Environment. Capping the Site would <br /> offer moderate protection to human health or the environment. <br /> Compliance with Federal and State Requirements. As this is an interim activity, state <br /> and federal requirements will not be used to establish a final cleanup goal for the Site at <br /> this time. The Final RAP will meet final cleanup goals established after the <br /> comprehensive RI/FS is completed. However, the interim remedial action will be <br /> consistent with other state and federal requirements. <br /> Long-Term Effectiveness and Permanence. Long-term monitoring of the cap integrity <br /> and groundwater quality would be required. This alternative offers moderate long-term <br /> effectiveness and permanence. There would be no facilities installed at the Site to <br /> ensure effectiveness or permanent compliance with the RAO other than groundwater <br /> monitoring wells. <br /> Final_RAP_Tracy_9.18.03(final).doc Page 11 <br />
