LFR Levine-Fricke <br /> availability of requirements such as construction permits, permits for groundwater <br /> extraction, permits for discharge, and/or access agreements. <br /> Cost. The capital and operation and maintenance costs are estimated and used to <br /> calculate a relative net present worth for each alternative so that various expense <br /> schedules may be compared. Capital costs are considered, as are all initial <br /> non-recurring expenditures required to produce the subject alternative. These include <br /> permitting, engineering, construction, contingencies, and construction management <br /> costs. Operations and maintenance costs include annual or recurring fixed and variable <br /> administrative costs such as permitting and/or monitoring and reporting expenditures. <br /> These cost estimates are primarily for comparative purposes and are not actual dollar <br /> amounts, but rather a qualitative comparison(i.e., low, moderate, or high). Actual <br /> costs to perform the work are not included and would depend, to a large extent, upon <br /> the operating life of potential remediation system(s). A project time horizon of 30 years <br /> is used in this relative cost estimate. <br /> Regulatory Acceptance. This criterion evaluates an alternative with respect to the <br /> concerns of state or local agencies as ascertained through guidance documents and <br /> input solicited during the investigation and planning phases of this project. <br /> Community Acceptance. This assessment evaluates the issues and concerns of the <br /> community regarding each alternative as ascertained through input obtained during the <br /> planning phases of this project and through public comment opportunities during the <br /> RAP process. <br /> 5.2 Analysis of Alternatives <br /> Alternative 1 -No Action. In this alternative, all interim remedial actions would be <br /> discontinued. No remedial action would be taken at the Site except continued <br /> monitoring of the groundwater. The RAO would therefore not be met at the Site <br /> because the source of contamination would still be present and unmitigated and could <br /> cause further impacts to the site groundwater. <br /> Overall Protection of Human Health and the Environment. A no action alternative <br /> makes no efforts to mitigate the potential toxicity or mobility of present contaminants. <br /> This alternative offers no protection to human health or the environment. <br /> Compliance with Federal and State Requirements. As this is an interim activity, state <br /> and federal requirements will not be used to establish a final cleanup goal for the Site at <br /> this time. The Final RAP will meet final cleanup goals established after the <br /> comprehensive RI/FS is completed. However, the interim remedial action will be <br /> consistent with other state and federal requirements. <br /> Long-Term Effectiveness and Permanence. The RAO would not be met with this <br /> alternative. Assessment of long-term effectiveness and permanence of this alternative is <br /> not possible.
