Alternatives 3, 4, <br /> and 5 are the most likely to be accepted by DTSC and RWQCB because they would <br /> involve actively remediating affected soil and are most likely to ensure that human <br /> health and the environment are protected. Due to the long-term environmental <br /> monitoring required for Alternatives 2 and 5, the agencies are more likely to accept <br /> Alternatives 3 and 4. <br /> The alternatives are ranked from most to least likely to be accepted by regulatory <br /> agencies: Alternative 3, 4, 5, 2, and 1. <br /> Criterion 9: Community Acceptance <br /> Alternatives 1 and 2 would likely not be accepted by the community. Alternatives 3, 4, <br /> and 5 are the most likely to be accepted by community because they would involve <br /> actively removing and/or treating affected soil and are most likely to ensure that human <br /> health and the environment are protected. Of Alternatives 3, 4, and 5, the community <br /> would likely prefer to remove the maximum amount of hazardous waste rather than <br /> attempt treatment and on-site storage. Therefore, Alternative 3 and 4 are the two most <br /> likely alternatives to be accepted by the community. <br /> The alternatives are ranked from most to least likely to be accepted by the community: <br /> Alternative 3, 4, 5, 2, and 1. <br /> Table 3 provides a summary comparison of alternatives relative to the evaluation <br /> criteria. <br /> 6.0 PROPOSED ALTERNATIVE <br /> Alternative 3 (Excavation of Pyrolytic Oil-and Metals-Affected Soil for Off-Site <br /> Disposal)is the recommended remedial alternative. Implementation of Alternative 3 is <br /> relatively easy to implement because the hazardous material is easily identifiable and <br /> removal and off-site disposal of the waste is a practical and reliable response action. <br /> This alternative will remove the source of contamination and provide immediate short- <br /> term protection to human health and the environment and ensure a relatively high <br /> degree of long-term protection.
