LFR Levine-Fricke <br /> 7.1 Project Organization and Responsibilities <br /> The Site is jointly regulated by the CIWMB, DTSC, and RWQCB. The CIWMB <br /> serves as the responsible agency which is responsible for overall management of the <br /> program including on-site supervision and contractual management of the remediation <br /> contractor(SCI) and the environmental consultant(LFR). <br /> The RWQCB provides regulatory oversight for issues related to the groundwater <br /> quality at the Site, particularly, the RWQCB's role is to ensure the RAO will provide <br /> sufficient protection of groundwater at the Site and to decide if National Pollutant <br /> Discharge Elimination System(NPDES)permits are required. <br /> The DTSC is the lead agency for providing regulatory oversight related to approving <br /> and implementing the RAP as well as making the discretionary decision regarding the <br /> California Environmental Quality Act(CEQA)Initial Study. <br /> The following personnel are the primary contacts for their respective regulatory <br /> agencies or contractor: <br /> CIWMB -Albert Johnson and Todd Thalhamer are Project Managers providing <br /> regulatory oversight. Mr. Johnson serves as the primary contact for the consulting firm <br /> (LFR) and Mr. Thalhamer serves as the primary contact for the remediation contractor <br /> (SCI). <br /> DTSC - Chris Sherman is providing regulatory guidance and technical review of <br /> documents prepared in compliance with the DTSC site remediation process. Heidi <br /> Nelson is managing the public participation issues and will serve as the public contact <br /> regarding the Site. <br /> RWQCB -Kim Schwab is the primary contact for the RWQCB. She will provide <br /> regulatory oversight regarding issues concerning groundwater quality at the Site. <br /> LFR Levine-Fricke (LFR) -Jenifer Beatty is the Program Manager and James Eisert is <br /> the Deputy Program Manager/Project Manager. <br /> SCI-King Bailey is the Project Manager. Field Support staff will consist of James <br /> Hasal(Field Superintendent), Jeannine Winter (Construction Manager/Operations <br /> Manager), and Toney Green(Site Safety Officer [SSO]). <br /> SB Environmental, a subcontractor to LFR, will serve as the on site health and safety <br /> officer(HSO). The HSO will conduct air monitoring on a daily basis and will maintain <br /> a daily log of health and safety related topics. SB Environmental will provide health <br /> and safety monitoring data to LFR and SCI on a regular basis. <br /> Final_RAP_Tracy_9.18.03(final).doc Page 19 <br />
