LFR Levine-Fricke
area will be reviewed and any water control measures will be implemented as needed in
accordance with the site specific Storm Water Pollution Prevention Plan.
Decontamination pads for loaded trucks will be located along each exit route within the
Site. A minimum of two decontamination areas will be established to clean construction
equipment and vehicles. Vehicles shall be decontaminated before departing the Site to
prevent the tracking of contaminated soil off site. Trucks will be decontaminated using
a waterless decontamination method. If water is necessary to decontaminate a vehicle, a
water containment barrier will be constructed and water used for decontamination will
be contained, sampled, and disposed of properly under the supervision of a CIWMB
project manager/engineer.
The trucks will proceed to the appropriate staging area for loading. The weight of each
truck and trailer will be assumed based on the known dry weights. Trucks will then
proceed to the scaling area where they will be weighed and trimmed to no more than
80,000 pounds. This process will ensure that trucks are loaded within their load limit
and that the hauling process is maximized. Trucks will then proceed to the
decontamination and tarping area(Figure 5)where they will be cleaned with brushes.
Truck decontamination shall proceed in two separate stages. The first stage will consist
of four to six laborers working in shifts to minimize stress and exposure to waste
materials. The trucks shall proceed through two elevated scaffolding platforms where
one laborer will direct and stop the truck. Then two more laborers will mount the
platforms and brush the outer walls and the top of the trailers. While at the
decontamination area, each truck shall have its load covered with tarps to prevent loss
of waste during transport.
Following decontamination and covering, trucks will proceed through the second stage
of decontamination, a gravel pad, approximately 20 feet wide and 100 feet long, laid
with 1.5-to 2-inch crushed rock. The rock will remove waste material that may remain
in the treads of the tires before the trucks leave the site. Trucks will then proceed to the
manifest area. At no point during the loading or decontamination process should the
truck driver exit their truck. This will minimize the driver's potential exposure to waste
materials.
Excavation equipment will be decontaminated by a dry method. Equipment will not be
allowed out of the work area without being decontaminated. Equipment
decontamination stations shall be set up at work areas within each unit.
Decontamination shall be performed by individuals in personal protective equipment
(PPE), using brushes as deemed appropriate in the HSP throughout the process.
Personnel will also be decontaminated by a dry method. Personnel shall not leave the
work area without first proceeding through a tarp-lined personal decontamination
station, which will be established at each work area near each unit. Personnel shall
complete decontamination by removing and properly disposing of PPE. They will be
required to dry brush their boots as well. Site personnel will then proceed to a
designated wash area where they will wash their hands/faces before leaving the work
area. Personal respiratory equipment will be cleaned daily and all cleaning materials
Final_RAP_Tracy_9.18.03(final).doc Page 21
