LFR Levine-Fricke <br /> 7.2 Removal Action Implementation Plan <br /> This section provides a summary of the site preparation activities, proposed removal <br /> activities, site equipment and personnel, and verification sampling of the soil beneath <br /> the excavated ash, burned material, and affected soil. <br /> 7.2.1 Pre-Removal Activities <br /> To prepare the Site for remediation, abandoned vehicles, metal debris, scorched <br /> equipment, approximately 50,000 used motor oil filters, and several used oil drums <br /> were removed from the Site in March 2003 as discussed in Section 3.0. SCI performed <br /> the pre-construction removal activities under the supervision of the CIWMB with the <br /> authority provided under a Notice of Exemption(Appendix F). Activities performed <br /> during March through September 2003 also included initial construction layout of <br /> staging areas for site management, trucks, decontamination areas, and installation of <br /> electrical and telephone communications equipment/lines. <br /> Soil sampling was conducted in accordance with the April 21, 2003 "Site Sampling <br /> Plan for Small Waste Disposal Areas, Soil Sampling and Characterization, Tracy Tire <br /> Fire Site," prepared by LFR for the CIWMB in three areas that appeared to be <br /> potential waste disposal areas. Summary reports will be provided under separate cover <br /> with a summary of sampling activities and analytical results. <br /> SCI also prepared and submitted a Notice of Intent and Storm Water Pollution <br /> Prevention Plan with the San Joaquin County Environmental Health Department during <br /> the week of March 25, 2003. <br /> SCI applied for a grading permit from San Joaquin County during April 2003. The well <br /> permit for monitoring well MW-5 was obtained by Gregg Drilling Inc. and the permit <br /> for the production well PW-1 was obtained by WDC Exploration. Both well permits <br /> were approved and granted by the San Joaquin County Environmental Health <br /> Department. Boring logs were prepared for each well and Water Well Drillers Reports <br /> were submitted to the California Department of Water Resources. <br /> 7.2.2 Staging Areas and Decontamination Pads <br /> Waste material excavation and loading will be conducted in a way that minimizes the <br /> handling and opportunity for spilling of waste material on the Site. A staging area(or <br /> areas)will be set up within each unit(consisting of several burn piles)to facilitate <br /> efficient handling and loading of the waste, and to minimize the area potentially <br /> affected by spilled waste during handling and loading. Material excavated for disposal <br /> will either be loaded directly into trucks or placed temporarily in a bermed stockpile <br /> for loading at a later time. Stockpiled material will be placed within the burn pile area. <br /> During loading and stockpiling, water mist will be sprayed onto the waste prior to and <br /> during loading and excavating activities to reduce particulate emissions.
