Due to the site geography and surrounding <br /> land use, the unified command elected to allow the tire fire to burn out over time. <br /> Firefighters were not allowed to use water to extinguish the flames because it may have <br />-1 created a runoff of toxic oils that could potentially pollute local streams and groundwater <br /> ,> supplies. County, state and federal agencies continued to monitor the fire, which steadily <br /> diminished with the exception of three burn areas [hot spots] which were still burning <br />--t during November, 2000. <br /> -7 Suppression of the remaining burn areas at the TTFS began on Tuesday, December 5, <br /> 2000, after a full day site orientation. The suppression was directed under a unified <br /> } command coordinated by the CIWMB. Suppression activities lasted 5 days. The <br /> following is a description of onsite activities. <br /> -4- An excavator pulled materials apart and created a stockpile; <br /> 4- Extinguishment and cooling of burning ash, to expose remaining areas of <br /> burning tires and byproducts; <br /> _ Local firefighters foamed the material during various phases of material <br /> segregation by the heavy eo_uipment operators; and <br /> `I -4- A dozer spread the foamed material into thin lifts for later commingling with <br /> dirt. <br /> The site is currently under the jurisdiction of the CIWMB, who is managing the <br /> remediation efforts. <br /> -' 1.2.3 Description of Scheduled Remediation Activities <br /> i <br /> The remedial action objective (RAO) for the TTFS is to remove or mitigate the source of <br /> contamination based on visual inspection of burnt material present in the 34 burn piles. <br /> The goal of this RAO is to maximize removal of Class I non-RCRA hazardous waste, <br /> Class II designated waste, and potentially discolored soil from the project site. Remedial <br /> alternatives were evaluated relative to their effectiveness in meeting the RAO for the Site. <br /> Excavation of burned tires, ash, and pyrolytic oil- and metals-affected soil directly <br /> beneath the burned material followed by disposal at a state-permitted Class I or Class 11 <br /> landfill is the proposed alternative that best meets the project objectives. <br /> Specifically, the scope of work involving this HSP includes the following remedial <br /> activities and is estimated to take between 4-6 months to complete. The primary waste <br /> removal action, will consist of the removal of the top 18 to 24 inches of ash, burned <br />.? material and affected soil located at each of the identified tire fire burn locations at the <br /> site. The volume of ash, burned material and soil that is proposed for removal is <br /> approximately 41,000 cubicyards of material.
