Trucks will be used as the primary mode of <br /> transport. <br /> The objective of removing the top 18 to 24 inches of soil is to remove the obvious source <br /> material that does not need additional characterization sampling. This material contains <br /> the same contaminants as the samples that were collected at the burn areas during the <br /> first characterization study [elevated zinc]. After the top 18 to 24 inches of soil has been <br /> removed, LFR will conduct confirmation sampling at each of the burn areas to Quantify the <br /> concentration of metals and/or pyrolytic oil remaining for further evaluation of potential <br /> mitigation. <br /> 1.3 Responsible Parties - Regulatory Agencies <br /> The Site is jointly regulated by the CIWMB, DTSC, and RWQCB. The CIWMB serves as the <br /> responsible agency which is responsible for overall management of the program including on- <br /> site supervision and contractual management of the environmental consultant (LFR) and the <br /> remediation contractor [Sukut]. <br /> The RWQCB provides regulatory oversight for issues related to the groundwater Quality at the <br /> Site. Specifically, the RWQCB's role is to ensure the RAO will provide sufficient protection of <br /> groundwater at the Site and to decide if National Pollutant Discharge Elimination System <br /> (NPDES) permits are reQuired. <br /> The DTSC is the lead agency for providing regulatory oversight related to approving and <br /> implementing the RAP as well as making the discretionary decision regarding the California <br /> Environmental Quality Act (CEQA) Initial Study. The following personnel are the primary <br /> contacts for their respective regulatory agencies or contractor: <br /> 1.3.1 CIWMB - Albert Johnson and Todd Thalhamer are Project Managers providing <br /> regulatory oversight. Mr. Johnson serves as the primary contact for the <br /> environmental consulting firm (LFR) and Mr. Thalhamer serves as the primary <br /> contact for the remediation contractor (Sukut). <br /> 1.3.2 DTSC — Chris Sherman is providing regulatory guidance and technical review <br /> of documents prepared in compliance with the DTSC site remediation process. <br /> Heidi Nelson is managing the public participation issues and will serve as the <br /> public contact regarding the Site. <br /> 1.3.3 RWQCB— Kim Schwab is the primary contact for the RWQCB.
