The OSHA PEL is listed as 15 mg/m' for total zinc oxide dust, and 5 mg/m' for <br /> zinc oxide fume and the respirable fraction of dust. <br /> 4- The Cal/OSHA PEL is listed as 10 mg/m' for total zinc oxide dust, and 5 mg/m' <br /> for zinc oxide fume and the respirable fraction of dust. <br /> -d- The TLV is listed as 10 mg/m' for zinc oxide dust, and 2 mg/m' for zinc oxide <br /> fume. <br /> Prolonged ingestion of zinc can result in irritability, muscular stiffness and pain, loss of <br /> appetite, nausea and anemia. High levels of zinc in the diet may retard growth and <br /> produce defective mineralization of bone. <br /> 2.2.2 Other Particulate Matter ]Fugitive Dust] <br /> The potential threat from burn ash to public health and safety and the environment may <br /> be minimal if the sites are located in remote, less populated areas of the state where <br /> public contact is limited or nonexistent. Test results indicate the predominant metals <br /> of concern in burn ash [i.e., arsenic, beryllium, cadmium, chromium, copper, mercury, <br /> nickel, lead and zinc] are not readily soluble in water; therefore, not readily leachable <br /> into ground water. However, burn ash does pose a risk if it becomes airborne, is <br /> eroded into surface water, or comes in contact with skin. The potential routes for <br /> human exposure to the contaminants in burn ash are inhalation, ingestion, and direct <br /> skin contact. Exposure to contaminant via any of these routes may result in adverse <br /> health effects. <br /> In addition, there are many substances on the American Conference of Governmental <br /> Industrial Hygienists ]ACGIH] Threshold Limit Value [TLV] list, and many more that are <br /> not on the list, for which there is no evidence of specific toxic effects. Those that are <br /> particulates have frequently been called "nuisance dusts."Although these materials may <br /> not cause fibrosis or systemic effects, they are not biologically inert. At high <br /> concentrations, otherwise non-toxic dusts have been associated with the occasionally <br /> fatal condition known as alveolar proteinosis. At lower concentrations, they can inhibit <br /> the clearance of toxic particulates from the lung by decreasing the mobility of the <br /> alveolar macrophages. <br /> To recognize the adverse effects of exposure to otherwise non-toxic dusts, a TLV- Time <br /> Weighted Average [TWA] of 10 mg/m'for inhalable particulates and a TLV-TWA of 5 <br /> mg/m' for respirable particulates have been established.
