Section 51941
Standards published by the State of California [e.g. respiratory protection, confined
space, PPE, IIPP, etc.] have been utilized in this document. They serve as a strong
baseline for procedures developed for the HSP. Other applicable standards are found in
Title 8 Industrial Relations; Division I- Department of Industrial Relations; Chapter 4-
Division of Industrial Safety; Subchapter 4- Construction Safety Orders.
3.2 Recommended Guidelines
3.2.1 American Conference of Governmental Industrial Hygienists ]ACGIH]
The Threshold Limit Values [TLVs) and Biological Exposure Indices [BEls] addressed in
this text are used as guidelines to assist in the control of health hazards at the site.
They are used for the sole purpose of industrial hygiene practices, to be interpreted and
applied only by persons trained in this discipline. In addition, ACGIH guidelines for
chemical protective clothing and air sampling eQuipment were utilized when
researching appropriate levels of protection.
3.2.2 National Institute for Occupational Safety and Health
[NIOSH]
The U.S. Occupational Safety and Health Act of 1970 emphasizes the need to protect
the health and safety of workers occupationally exposed to an ever-increasing number
of potential hazards. Consequently, NIOSH has implemented a program to evaluate the
adverse health effects of chemical and physical agents and industrial processes. This
text applies pertinent sampling and analytical methodologies currently recommended
for good standards of industrial hygiene practice.
3.2.3 Occupational Health Guidelines for Chemical Hazards
NIOSH/OSHA
Occupational guidelines on 400+ chemicals, minerals, and metals are compiled in one
reference manual. Information on permissible exposure limits, chemical and physical
properties and health hazards are summarized. Recommendations for medical
surveillance, respiratory protection, personal protection, and sanitation practices for
specific chemicals that are federally regulated are provided.
sb Environmental Services,LLC© October,2003 California Integrated Waste Management Board
Site Specific Health and Safety Plan Page 28 of 62 Tracy Tire Fire Remediation Project
