i <br /> sb <br /> 4.0 Medical Surveillance <br /> 4.1 Purpose <br /> j <br />-. The medical surveillance program for this site-specific health and safety plan is designed to <br /> protect personnel against health hazards in their workplace. The program has been developed <br /> based upon the specific needs, location, and potential exposures of workers at the Tracy Tire <br /> Fire Remediation Site. In addition, it will assist management in assuring the placement of <br /> personnel in job positions that they can perform without undue hazard to themselves or their <br /> } <br /> fellow workers. <br /> 4.2 Personnel Included in a Medical Surveillance Program <br /> OSHA outlines which employees are required to have a medical surveillance program in 29 CFR <br />...t 1910.120 and Title 8, CCR, General Industry Safety Order 5192, Federal and California OSHA <br /> regulations, respectively. The standards state: <br /> ` 4- All employees who are or may be exposed to hazardous substances or health hazards at <br /> or above the permissible exposure limits or, without regard to respirator use, for 30 <br /> days or more ayear; <br />" } 4- All employees who wear a respirator for 30 days or more ayear; <br />-} 4- All employees who become ill or show symptoms due to possible overexposure <br /> involving hazardous substances, or health hazards due to an emergency response or <br /> t hazardous waste operation; <br /> Members of a HAZMAT team. <br /> 4.3 Medical Surveillance Program Services <br /> Based upon the materials of concern that were addressed in Section 2.0 of the HSP and the <br /> -' levels expected, no additional testing is warranted above and beyond each company's existing <br /> medical surveillance program. The tasks for these individuals are listed below. <br /> Heavy equipment operator/s ]i.e., excavator, dozer, rock trucks and water truck]; <br /> _4- Laborers and other personnel in proximity to the contaminated debris. <br /> 4.3.1 Pre-Placement Medical Screening <br /> Initially, the aforementioned personnel involved in certain worksite operations during <br /> .> the course of this project will need to have received a pre-placement medical exam <br /> within the lastyear which involves the following components: <br /> Sb Environmental Services,LLC© October,2003 California Integrated Waste Management Board <br />;-% Site Specific Health and Safety Plan Page 29 of 62 Tracy Tire Fire Remediation Project <br />
