sb <br /> 8.0 Decontamination Program <br /> 8.1 General <br /> Decontamination is the process of removing or neutralizing contaminants that have <br /> accumulated on personnel and eQuipment. Decontamination protects workers from hazardous <br /> substances that may contaminate and eventually permeate the protective clothing, respiratory <br /> eQuipment, tools, vehicles, and other eQuipment they use on site. It protects all site personnel <br /> by minimizing the transfer of harmful materials into clean areas. When decontamination is <br /> reQuired at the TTFS, the following program elements shall be adhered to. <br /> This project includes the excavation and transportation of contaminated soil to an off-site <br /> disposal facility. Potential risks associated with excavating and transporting soil will be <br /> minimized through operational control measures. For example, dust control will be <br /> implemented during excavation and material handling, and waste within trucks leaving the site <br /> will be covered prior to departure. Trucks will also be inspected for excess soil, dust and debris <br /> prior to departure. If excess soil, dust or debris is found during inspection, the trucks will be <br /> decontaminated prior to departure. Transportation of any hazardous waste will comply with <br /> Department of Transportation reQuirements for safe handling and transportation of hazardous <br /> materials. <br /> 8.2 Loading, Stockpiling and Transportation of Excavated Material <br /> Material excavated for disposal will either be loaded directly into trucks or placed temporarily <br /> in a stockpile. During loading and stockpiling, water may be sprayed onto the waste prior to <br /> and during loading and excavating activities to reduce particulate emissions. A polyethylene <br /> liner will be placed in trucks or containers used for transportation of waste material. The waste <br /> will be wetted, and plastic sheeting will be placed over the material and secured before closing <br /> the sliding cover or securing the tarpaulin. <br /> 8.3 EQuipment Decontamination <br /> SUKUT will use a waterless ("dry") decontamination method on all aspects of the project. The <br /> trucks will proceed to the staging area where they will be loaded. The trucks will then proceed <br /> to the scaling area where they will be weighed and trimmed to 80,000 pounds. After loading <br /> and trimming, the trucks will proceed through two elevated scaffolding platforms to one of two <br /> decontamination pads where one laborer will direct and stop the truck. Two more laborers will <br /> mount the platforms and then brush the outer walls and the top of the trailers. They will then <br /> tarp and secure the load. The truck will drive forward through the 20x100' lined gravel area, to <br /> remove residual material from the tire treads, to the manifest area where all manifests will be <br /> filled out and signed.
