sb
-% To efficiently accommodate staging and truck decontamination, there will be 3 general work
areas based on topography. Each work area contains approximately 10 burn piles. Thus, work on
y the site will be divided among three main areas. The staging areas will be placed in established
roads on the site, leading towards the main gate that will serve as the entrance and exit.
Decontamination Pads will be located along each exit route. The site consists of 34 distinct
burn-pile areas. The burn-pile areas have been grouped into three separate units for phased
excavation. Unit I is the most northerly of the three units and consists of burn-pile areas I, 2, 3,
4, 5, and 9. Unit 2 is located adjacent to Unit I on the south and consists of burn-pile areas 6,
} 7, 8, 10, Ii, and 12. Unit 3 is located adjacent to Unit 2 on the south and east, and consists of
burn-pile areas 13 - 34. Without major grading each of the three units is isolated due to the
extreme elevation changes. Therefore three decontamination areas will be established to clean
construction equipment and transportation vehicles. Cleaning the vehicles on site will prevent
' tracking of contaminated soil to off site areas.
1] All contaminated equipment will be decontaminated prior to being used at another
,i
location, as well as at the end of each shift.
21 Any contaminated material, [other than soil samples collected for analyses], shall be
placed in metal drums and stored on-site until waste materials can be disposed of
appropriately.
31 All materials and equipment used for decontamination must be disposed of properly.
Clothing, tools, buckets, brushes and all other equipment that is contaminated must be
placed in drums, labeled and stored in a secured area until disposal is possible.
i
41 Support vehicles are to be left, to the extent practical, outside the exclusion area so
}
that decontamination will not be necessary.
8.4 Worker Decontamination
_t
Personnel will also use "dry" decon, No employee will be allowed to leave the site without first
removing there PPE and properly disposing of the waste in the proper container. Each
"decontamination area" will consist of a tarp lined pad where the employees will remove there
.? PPE and dispose of them properly in a designated container they will be required to dry brush
their boots. After "dry decontamination' has been achieved all employees will then proceed to
the supplied hand wash stations and wash their hands. Respiratory equipment will be cleaned
daily and all cleaning materials and filters will then be disposed into the proper container.
Note: Whenever pyrolytic oil product or oily sludge is encountered, a boot — wash and rinse
Will be added to the dry decon procedures. If personnel are wearing disposableyellow
boots, this step can be removed.
sb Environmental Services,LLC O October,2003 California Integrated Waste Management Board
-' Site Specific Health and Safety Plan Page 49 of 62 Tracy Tire Fire Remediation Project
