LFR Inc.
performed as indicated by the analytical results to ensure the removal of the Class I
non-RCRA hazardous waste from the Site and to characterize soil quality beneath the
excavated material.
Soil sample results that confirmed
that Class I non-RCRA waste had
been removed were evaluated to
assess whether additional excavationmi
' --
was necessary. Soil containing
metals concentrations above the
calculated background
concentrations was excavated and
disposed of as Class Il waste. Soil
with staining and odors identified as
containing pyrolytic oil) was also a,
removed. Disposal of pyrolytic oil-
affected soil (if present) was
determined following Photograph 8
communication (by SCI) with Class Soil excavation and trench evaluation
II landfills. Samples of pyrolytic oil- activities
affected soil were analyzed generally
analyzed for volatile organic
compounds (VOCs) by EPA Method 8260, semivolatile organic compounds (SVOCs)
by EPA Method 8270, and total recoverable petroleum hydrocarbons (TRPH) by EPA
Method 8015. Pyrolytic oil-affected soil was characterized as a "Class 1I designated
waste" due to concentrations of diesel and motor oil range hydrocarbons.
Confirmation sampling for removal of Class II materials followed excavation activities
and was performed as described in Section 5.4 of this report. The excavation and
confirmation sampling sequence was repeated until the Class II waste was successfully
removed.
5.4 Confirmation Soil Sampling
Soil samples were collected from excavated former waste disposal areas, excavated
burn-pile areas, an excavated lead-affected soil area, and from multiple pyrolytic oil-
affected soil areas to confirm that soil affected with hazardous concentrations of metals
or elevated organic compound concentrations had been removed from the Site
(Photograph 9). Soil samples were collected from varying depths in approximate 50-
foot grid patterns and submitted to California certified analytical laboratories (Severn
Trent Laboratories of West Sacramento, California [STL] or Curtis & Tompkins of
Berkeley, California [C&T]) for analysis. Confirmation soil sampling locations are
shown on Figure 5. Analytical results were evaluated and additional excavation was
recommended in areas where soil sampling results indicated that concentrations of
metals were above hazardous levels or organic compounds were above cleanup goals.
rpt-RA_summ-Nov06-fina1-09025 Page 17
