LFR Inc. <br /> Excavation equipment was decontaminated by a dry method and equipment was not <br /> allowed out of the work area without being decontaminated. Equipment <br /> decontamination stations were set up at work areas near the loading area. <br /> Decontamination was performed by individuals in personal protective equipment <br /> (PPE), using brushes in accordance with the RAP and the HSP. <br /> Personnel did not leave the work area without first proceeding through a tarp-lined <br /> personal decontamination station, which was established at each work area. Personnel <br /> completed decontamination by removing and properly disposing of PPE. They were <br /> required to dry brush their boots and then proceed to a designated wash area where <br /> they washed their hands and faces before leaving the work area. Personal respiratory <br /> equipment was cleaned daily and PPE filters were changed regularly. PPE waste was <br /> transported to an appropriate disposal facility. <br /> 5.3 Removal Action <br /> The Site includes 34 distinct burn-pile areas. Following removal of the large debris as <br /> discussed in Section 5.2.1, soil and burned tires were excavated to remove ash, burned <br /> material, and visibly affected soil. The initial phase consisted of excavation in the <br /> southern burn pile areas. Visibly <br /> affected soil was initially <br /> anticipated to exist to a depth of <br /> approximately 2 feet beneath the Y <br /> ash in each of the burn pile areas. <br /> Visibly affected soil from these ' <br /> areas was considered Class I non- <br /> RCRA hazardous waste =_ <br /> (primarily due to elevated zinc _ <br /> concentrations; EEI 2002) and <br /> was transported to a state- <br /> permitted Class I disposalA,� <br /> facility. During excavation <br /> activities in the northern area of Y A <br /> the Site, the Class I waste <br /> extended beyond 10 feet deep Photograph 7 <br /> (Photographs 7 and 8). Soil excavation and characterization sampling <br /> The initial excavation phase in a activities <br /> given burn pile was followed by <br /> confirmation soil sampling to verify that the Class I non-RCRA hazardous waste had <br /> been removed from the area. Confirmation sampling proceeded according to the RAP <br /> (Section 7.4; LFR 2003b) and as discussed in Section 5.4. Excavation of ash, burned <br /> material, and visibly affected soil from other burn pile areas was conducted <br /> concurrently with confirmation sampling of previously excavated areas.
