LFR Inc. <br /> Class II. Class II tare fire-related wastes, consisting of soil with non-hazardous <br /> concentrations of metals and pyrolytic oil, were removed from BPO1, BP02, BP03, <br /> BP04, BP 10, BP 12, BP 18, BP24, BP25, and BP30. These areas were excavated by <br /> SCI to remove elevated concentrations of organic compounds known to be present in <br /> the soil. Pyrolytic oil-affected soil was characterized as a "Class II designated waste" <br /> due to concentrations of VOCs, SVOCs, and diesel-/motor oil-range hydrocarbons. A <br /> total of 210,895 tons of wastes were removed from the Site between January 2005 <br /> through May 2006 and these wastes were transported to Forward Landfill (a licensed <br /> Class II landfill), located in Stockton, California, for disposal. <br /> Non-Hazardous Waste Manifests provided by Forward Landfill were used to track the <br /> transportation and disposal of the Class II waste. Manifests were signed by the <br /> CIWMB's representative and were provided to each waste transporter to accompany <br /> the wastes for disposal at Forward Landfill. Waste transport and disposal <br /> documentation is presented digitally in Appendix E. <br /> 5.10 Site Restoration <br /> The Site was restored by grading exceedingly steep slopes and distributing grass seed <br /> afterwards. During the week of January 9, 2006, SCI distributed 1,000 pounds of <br /> "annual rye grass" seed within the site boundaries where excavation activities had <br /> occurred. In addition to providing erosion control, the vegetation will increase slope <br /> stability and provide dust control during the dry months. <br /> 6.0 EXCEPTIONS TO THE RAP <br /> This section of the report identifies exceptions to the RAP and summarizes how the <br /> objectives were met although there were minor deviations from the RAP. <br /> Anticipated excavation depth. According to Section 7.2.3 of the RAP, excavation of <br /> soil and burned tine material within the burn pile areas was anticipated to extend <br /> approximately 24 inches deep. Excavation of metals-affected soil to remove soil <br /> extended several feet deep in multiple areas to sufficiently remove hazardous <br /> concentrations of metals. <br /> Depth of confirmation soil samples. According to Section 7.4.1 of the RAP, soil <br /> samples were to be collected from approximately 6 inches and from 2 feet bgs. <br /> However, after conducting soil confirmation sampling in this fashion initially, it was <br /> determined that only one sample (collected from approximately 3 to 6 inches bgs) <br /> would be necessary. If analysis of the sample indicated elevated concentrations, <br /> additional excavation was to be conducted and confirmation sampling was to be <br /> conducted again in the same area.
