OCT 13 '98 13:21 FROM:BOB JUDD 916-444-3314 T-113 P.02/13 F-344 <br /> UAE ENERGY OPERATIONS CORP. <br /> October 14, 1998 <br /> To: Waste Tire Working Croup <br /> From: Ed Tomeo <br /> For your review and information, we have attached a recent report prepared for us to <br /> quantify the volume of toxic air emissions generated by the Tracy tine fire and to establish <br /> a context for understanding the significance of these emissions by comparing them to <br /> recognizable benchmarks. <br /> As we begin the process of responding to the mandates of Assembly Bill 117, it is clear <br /> that our work must include a spotlight on eradication of waste tire stockpiles throughout <br /> the state, All of them, whether large or small, pose an environmental liability that we <br /> cannot afford to ignore or to pass on to future generations. <br /> The Tracy tine fire was a major environmental disaster, perhaps more significant than any <br /> other in recent years. Keep in mind that this report only focuses on the resulting release of <br /> specific air toxins and does not address the likely soil and groundwater impacts that are <br /> yet to be described.
