FROM COTULLA/LING FAX NO 209 369 1335 OCT 06, 1998 13,38 P 2 Tra y Tire Fire Last week I responded to phone calls and/ messages from several residents in the vicinity of the tire fire. 1 spoke first the Kay Huggins,who works at New Jerusalem School. She was referred by Evan Shipp from the SJVAPCD. She said that in the prior week there had been times when the smoke at the school was so bad It was like a fog. She acknowledged that this might have been due to the Compost fire In Stanislaus County as well as the fire fire. She said both teachers and parents are worried about effects of the/ smoke. I told her that our monitoring for particulates adjacent to the/ tire fire showed that during the day the levels were quite low but In altuations where visible smoke is in the air, students should be kept Indoors as much as possible and physical activity outside limited. She asked it she could get something In writing to give to parents and teachers. I told her I would check with the APCD to see if they had anything about smoke and I would talk to Dr. Furst regarding some type of updated Information. Dr. Furst subsequently planned to talk to Ms.Huggins about this. I retumed a call to Elizabeth Willits, 1338 Jonathan Place,Tracy,95376 phone:833-3646. She said her husband had requested copies of the air monitoring results shortly after the fire started and they had not received any information. 1 was not aware of this request but after speaking with Mike Pore (ARB), Jim Spagnole(Cal-EPA) and Bob Fuji(CIWMB) I sent her a copy of the September 3'r report from ARB on the fire. She said they still had lots of smoke In the morning and the smell was terrible. They want to know what is happening and how long they have to put up with this. 1 spoke with Marie Severins, 167 James W Smith Dr, Tracy, 95376 phone: 832-2560. Marie was yM upset that the fire was not put out. She says her entire family including herself Is sick with sore throats, headaches and respiratory symptoms (one of her children has asthma), which Is highly unusual as they are normally quite healthy. She says they have kept the windows and doors closed as much as possible but the inside of their house, which Is brand new, smells like burned tires and they are sick of it. She wanted to know If any of the peop4e who decided the fire should not be put out lived within the impacted area and if they did would they still say there is nothing harmful in letting the fire burn. She repeated numerous times that there is no fire that cannot be extinguished It Is Just a case of no one wanting to spend the money necessary to do it. She wants to know what is going to be done. I told her I would make her concerns known during the conference call. I retuned a call to Sherry Fickett, 3290 Georgetown Place, Tracy, 95376 phone: 830- 8948. She stated the same concerns about air quality and possible health effects for her Infant and toddler. I told her to keep the doors and windows closed if possible when there Is smoke In the air and to see a physician if her children were experiencing symptoms. She said It Is worse In the early mom". On Friday, I returned a call from Beatrice Muniz,10478 W t.lnme Rd, Tracy 95376 phone: 835-3684. She states that she and her neighbors are all experiencing respiratory symptoms and sore throats. They are very upset with the continued smoke and want something to be done. I told her stay out of the smoke and keep her doors and windows closed. She said she had been but that did not keep the smell and smoke out of her house. She has to wear a mask when she goes outside. She is concerned about what this is doing to the children in the neighborhood as well, and wants to know who will answer her questions and help solve the problem.
