- nv�a-ire-i 77o 1.�•c�c ♦.rwr rn r a c Livl7lV7io c�.� •+clo r.v.� <br /> At 9 a.m. the Incident Command called a meeting wilt Federal EPA,CIWMB, OES and other local fire <br /> and law enforcement agencies to discuss the cleanup of the site once the fire had been fully suppressed. <br /> The issues addressed during the meeting included:sampling of surface and ground waster for contaminates, <br /> sampling of ash,soot and other fire residues on the site and the funding of the cleanup. CI WMB staff <br /> provided a list of known contaminates/toxic substances commonly found in the ash from waste tire fires, <br /> this information was vital in determining what action(s)would be necessary for persons mposed to the <br /> smoke,ash and soot and for developing a clean-up plan. <br /> Federal EPA contractors/consultants arrived at the Incident Command Center at 1 1:30 a.m. A meeting was <br /> held with local, state and federal agency staff to discuss the air monitoring requirements for the fire scene <br /> At the conclusion of the meeting the EPA contractor proceeded to the site, and at I: 30 p.m. began air <br /> monitoring at the perimeter of the fire area. Air monitoring was needed in order to determine(lie physical, <br /> chemical and toxicological characteristics of the smoke,ash and soot generated by the waste tire fire. This <br /> information would be needed in order to determine what public health risks were present for residents and <br /> on scene workers exposed to the smoke,ash.and soot from the fire. Some immediate on-site sampling and <br /> analysis would be done on-site by Lawrence Livermore Laboratory's portable laboratory,the information <br /> gathered would be provided to the San Joaquin County Public Health Officer to assist her in drafting a <br /> public health advisory and evacuation plan,should one be needed, in the event of future exposures. <br /> San Juaquin County issued a Public Heal(llAdvisory to the residents within the advisory area which <br /> recommended the following for those residents exposed to the smoke, ash or soot: 1) Persons with severe <br /> allergies, asthma, respiratory problems, over 65 years of age avoid contact,stay indoors and if necessary <br /> seek medical assistance.2)Take shelter indoors at home where possible or go to one of the listed shelters <br /> indicated on the advisory. 3) Limit exposure io the ash and soot when cleaning up your property. 4)Cali the <br /> OES information line for assistance. Advisory area included the cities of Tracy, Ripon, Manteca, French <br /> Camp. Lathrop,and Stockton in San Joaquin County and Westly in Stanislaus County Smoke was <br /> reported as far east as Sonora in Tuolumne County. <br /> One area of local concern was the closure of the Tracy Solid Wa:;te Transfer Station,which was closed as a <br /> result of road closures in the fire area. TralTic officers were instt ucted to provide information and <br /> directions to persons turned away from the transfer station to other transfer stations and landfills. <br /> Saturday afternoon the U.S. EPA"federalized"the S. F. Royster's Tire Disposal site. U.S. EPA's authority <br /> for this action is under the"National Oil and Hazardous Substances Pollution Contingency Plan."-title <br /> 40.Code of Federal Regulations(CFR), Part 300.415. CFR Part 300.415 (e)allows U.S. EPA to take the <br /> Following actions to limit the potential exposure to populations,animals,or the environment <br /> I. Place fences, warning signs.or site controls to prevent access- <br /> 2 Construct drainage controls to prevent precipitation or run-on from <br /> entering the site or reduce the emigration of hazardous substances off-site, <br /> 3. Cap the contaminated soils to reduce the migration of hazardous <br /> substances into the soil ground or surface water,or air. <br /> a Excavate or consolidate contaminated soils form drainage or other <br /> area to reduce the spread of contain ination. <br />
