This standard only applies to that <br /> portion of the access road within the permitted facility boundary. <br /> 17660 Internal Roads <br /> Internal roads (i.e., within site fencing or other perimeter barrier) which are used by the public <br /> shall be kept in safe condition, maintained such that vehicle access and unloading can be carried <br /> on during inclement weather, and identified with suitable signing showing directions to the <br /> operating area. <br /> If vehicles "bottom out" or become stuck in the road, this is a violation. The signs should direct the <br /> public to the active disposal area or other appropriate unloading area. A lack of adequate signage is <br /> indicated if the inspector or the public has trouble finding the operating area. <br /> Sanitation <br /> 17666 Sanitary Facilities <br /> Adequate sanitary facilities for the site personnel shall be available at the site or in the immediate <br /> vicinity. <br /> For purposes of uniformity, adequate sanitary facilities consists of a sanitary toilet and handwashing <br /> facility with soap. The inspector must use his/her discretion, based on site-specific conditions to <br /> decide what is to be considered the "immediate vicinity". <br /> 17667 Water Supply <br /> Safe and adequate drinking water for the site personnel shall be available. <br /> The operator should provide the water supply and personnel should not be depended upon to bring <br /> their own water. Employees may forget to bring water and/or weather or unexpected conditions may <br /> require the availability of an additional supply. A city water line, bottled water, clean water tanks <br /> certified structurally sound, or wells tested potable by the local health agency are acceptable. <br /> Note: As a guideline for testing potability, note that Title 22, §64411 requires that domestic wells of <br /> public water systems serving greater than 25 people at least 60 days per year, be tested monthly for <br /> bacteria and every three years for total chemicals. <br /> Communications <br /> 17668 Communications Facilities <br /> Each site where hazardous wastes are accepted or where personnel are on duty shall have <br /> communication facilities available to users and to site personnel to allow quick response to <br /> emergencies by the appropriate authorities and emergency services.
