LEA Advisory 20 Attachment - Inspection Guidance for SW Landfills Page 18 of 52 <br /> Signs <br /> 17656 Identification Signs <br /> Each point of access from a public road shall be identified by a suitable sign indicating the name <br /> of the site operator. Other pertinent general information may be required by the Enforcement <br /> Agency as approved by the local land use authority. <br /> Encourage the operator to include other data such as the contract operator's name (if any), telephone <br /> number, and the words "disposal site" on the sign. This information provides easy identification for <br /> emergency vehicles and the public. <br /> 17657 Entry Signs <br /> If the site is open to the public, there shall be a sign at an appropriate point indicating the <br /> schedule of charges, hours of operation, and listing the general types of materials which either(I) <br /> WILL be accepted or(2) WILL NOT be accepted. <br /> Keep in mind that this standard is only applicable if the site is open to the public. The data on these <br /> signs should be checked for consistency with the data in the SWFP and RDSI. <br /> Security <br /> 17658 Site Security <br /> The site shall have a perimeter barrier or topographic constraints designed to discourage <br /> unauthorized entry by persons or vehicles. Areas within the site where open storage or ponding of <br /> hazardous materials occurs shall be separately fenced and properly identified to create an <br /> adequate level of security, unless the daily deposition of wastes is conducted under adequate <br /> supervision during the site operating hours and provided said wastes are covered by the end of the <br /> daily site operations. <br /> Gates should be locked after operating hours. Damaged fencing should be repaired. Separate fencing <br /> and warning signs are strongly recommended for areas designated for septage or sewage sludge. If <br /> sites are open continuously (24 hours), gates and ponds must be kept under surveillance by site <br /> attendants. The inspector should look for signs of illegal entry such as tire tracks which enter the <br /> facility at the site perimeter. <br /> Roads <br /> 17659 Access Roads <br /> Access roads shall have a reasonably smooth surface designed to minimize the generation of dust <br /> and the tracking of material onto adjacent paved public roads. Such roads shall allow vehicles <br /> utilizing the site to have reasonable all-weather access to the site. <br /> Access roads should be built so that vehicles using the road do not generate excessive dust which <br /> would obscure visibility.
