Other effective maintenance methods maybe allowed by the <br /> Enforcement Agency. <br /> A violation of this section should be considered if, during the inspection, there is evidence of <br /> extensive ponding or poor lateral runoff(e.g., a smooth silt layer) on fill surfaces due to subsidence or <br /> improper grading. A violation may be cited, if, during dry weather, there are extensive depressions <br /> that could allow ponding should precipitation occur, or grading of fill surfaces does not promote <br /> lateral runoff. The operator should be encouraged to conduct periodic surveys to determine if the <br /> grades of fill surfaces are adequate. <br /> Note: The RWQCB requires that closed landfills be provided with slopes of at least three percent (23 <br /> CCR section 258 1) and should be informed if grading problems are identified during an inspection. <br /> Cover <br /> 17680 Stockpiling <br /> Where cover material or unsuitable native material is being stockpiled on the site for use or <br /> removal, it shall be placed so as not to cause problems or interference with unloading, spreading, <br /> compacting, access, safety, drainage, or other pertinent factors. <br /> No further guidance. <br /> 17681 Availability of Cover <br /> Arrangements must be made by the site operator for sufficient quantity of cover material of a <br /> suitable quality to meet the requirements of these standards. If on-site sources of cover material <br /> are insufficient, substantiation must be shown to the Enforcement Agency that an adequate supply <br /> of cover material will be provided. <br /> No further guidance. <br /> 17682 Cover <br /> In order to effectively prevent propagation or attraction of flies, rodents or other vectors; to control <br /> landfill fires; to prevent the creation of nuisances, cover material compacted to a minimum <br /> thickness of six (6) inches shall be placed over all surfaces of the compacted Group I and II wastes <br /> except for tree stumps and large brush at the landfill on a frequency of not less than the following <br /> periods: <br /> . Tonnage greater than 50 per day. . . .daily cover <br /> . Tonnage from 5 to 50 per day . . . . .48 hours <br /> . Tonnage from 1 to 5 per day. . . . . .96 hours <br /> . Tonnage less than l per day. . . . . .as determined by the enforcement agency <br /> The Board shall consider any application for different cover and compaction requirements for <br /> special operating practices such as landfilling shredded waste. <br /> Group I is an obsolete term for hazardous and designated wastes.
