LEA Advisory 20 Attachment - Inspection Guidance for SW Landfills Page 24 of 52 <br /> non-hazardous wastes. <br /> With the incorporation of section 17258.21, which provides more restrictive cover requirements for <br /> MSW, section 17682 now applies only to non-MSW solid waste landfills as defined by PRC Sections <br /> 40191 and 40195.1. For non-household waste or waste that is not municipal waste (including non- <br /> household construction/demolition, tires, non-hazardous industrial, and restaurant wastes), the cover <br /> frequency depends on daily tonnage as noted above. <br /> Tree stumps and large brush are exempted from the above cover requirements. Smaller tree <br /> trimmings, wood waste, grass, or leaves are not exempt and must be covered. A rule of thumb for <br /> estimating whether brush should be considered large or small is that large brush is not easily <br /> compacted and interferes with operation of heavy equipment. <br /> The inspector should look for waste which is exposed or protruding through cover (daylighting). A <br /> violation should be noted for excessive daylighting. <br /> The use of any material other than soil as an alternative cover may be approved by the Board on a <br /> case-by-case basis. Prior to obtaining permission to use an alternative cover material, the operator <br /> must make a formal request to the Board. The Alternative Cover Policy is included in LEA <br /> Advisories# 10 and 19.(superseded by Advisory #48). Questions regarding implementation of the <br /> Alternative Cover Policy should be directed to the Board's Closure and Remediation Branch. <br /> 17683 Performance Standards <br /> The text of this standard is not included as it only applies if a disposal site is using a cover material <br /> other than soil for the purpose of demonstrating its appropriateness as an alternative daily cover <br /> (ADC). Sites are evaluated by the LEA weekly or in accordance with a Board approved ADC <br /> project. See LEA Advisory#10(superseded by Advisory #48)for the ADC policy. <br /> 17684 Intermediate Cover <br /> At the end of each day of operation of sites receiving Group 2 wastes in all but the final lift, a <br /> compacted layer of at least 12 inches of cover shall be placed on all surfaces of the fill where no <br /> additional refuse will be deposited within 180 days. The 12 inch thickness may be reduced as <br /> approved by the Enforcement Agency. <br /> Group 2 is an obsolete term for non-hazardous wastes. As with daily cover, the inspector should look <br /> for areas of exposed or protruding waste (daylighting). <br /> S alvaging/Processing <br /> 17686 Scavenging <br /> Scavenging shall be prohibited at any disposal site. <br /> Salvaging is distinguished from scavenging in that salvaging is a permitted activity and carried out by <br /> representatives of the facility.
