LEA Advisory 20 Attachment - Inspection Guidance for SW Landfills Page 26 of 52 <br /> 17692 Non-Salvageable Items <br /> Drugs, cosmetics,foods, beverages, hazardous chemicals,poisons, medical wastes, syringes, <br /> needles,pesticides and other similar materials capable of impairing public health shall not be <br /> salvaged unless approved by the Enforcement Agency and the local health entity. <br /> No further guidance. <br /> Equipment <br /> 17693 General <br /> Equipment shall be adequate in type, capacity and number to permit the site operation to meet <br /> requirements of these standards. Equipment shall be maintained so as to consistently perform the <br /> work for which it is intended, ordinary wear and tear excepted. <br /> The inspector should note the types and quantities of major landfill equipment such as dozers, <br /> scrapers, compactors and water trucks. Throughout the inspection, the inspector should evaluate the <br /> size and adequacy of the equipment to carry out operations, the overall maintenance level of site <br /> equipment, and the quality of site maintenance facilities. Equipment breakdowns during the <br /> inspection may be indicative of an overall maintenance problem. Violations of sections 17682 <br /> (Cover), 17677 (Spreading and Compacting), 17684 (Intermediate Cover), and 17710 (Grading of Fill <br /> Surfaces) may suggest equipment problems. <br /> 17694 Standby Equipment <br /> Specific units of standby equipment are not required,providing the operator maintains an up-to- <br /> date list of firms or agencies which can supply needed and adequate replacement units within a <br /> period of time short enough to allow compliance with the time limits in section 17682 and other <br /> sections of this chapter. <br /> No further guidance. <br /> Maintenance <br /> 17695 General <br /> Effective preventive maintenance procedures and programs for equipment and site facilities shall <br /> be developed and utilized with respect to both operating and completed sites. <br /> No further guidance. <br /> 17696 Operating Site Maintenance <br /> The operator shall monitor and promptly repair or correct deteriorated or defective conditions with <br /> respect to requirements of these standards, and conditions established by the Enforcement Agency. <br /> All other aspects of the site shall be kept in a state of reasonable repair. <br /> http://www.ciwmb.ca.gov/pe/advisory/20/attach20/20attch l.htm 8/11/98 <br />
