Salvaging shall be conducted only in a planned and controlled manner. <br /> Salvaging shall not interfere with other aspects of site operations, nor shall it be conducted so as to <br /> interfere with expeditious entry and egress of vehicles delivering waste to the site. <br /> No further guidance. <br /> 17688 Volume Reduction and Energy Recovery <br /> Volume reduction such as incineration, baling, shredding, composting,pyrolysis, and materials <br /> and energy recovery operations are permitted in conjunction with site operation provided they are <br /> conducted in a controlled manner as an integral part of the operation and provided there is no <br /> interference with the proper construction and maintenance of the site nor creation of health, <br /> safety, or environmental problems. <br /> No further guidance. <br /> 17689 Processing Area <br /> To the greatest degree practicable, salvaging, volume reduction, and resource recovery shall be <br /> confined to specified, clearly identifiable areas of the site as approved by the Enforcement Agency. <br /> No further guidance. <br /> 17690 Storage of Salvage <br /> Salvaged materials generated on-site or imported shall be placed for storage in a defined area <br /> segregated from the working face and shall be arranged so as to minimize risk of fire or other <br /> hazard or nuisance, and be limited to a volume as approved by the Enforcement Agency, the local <br /> land use authority, and other approval agencies. <br /> Salvaged materials should not interfere with other operations and the height and volume should not <br /> result in health or fire problems. <br /> Note: California Penal Code, § 402(b) (Appendix D), requires that doors be removed or latches <br /> disabled from white goods to prevent children from becoming entrapped. <br /> 17691 Removal <br /> Storage of materials salvaged from solid waste shall be ancillary to the operation of the disposal <br /> site unless such storage is planned as an integral part of the operation. The maximum storage <br /> time shall be limited to a duration which will not result in health or fire problems. <br /> The inspector should request to see documentation of removal frequency for each type of material <br /> being stored (i.e., tires, white goods).
