If burning <br /> wastes have been placed in a working face, they shall be immediately excavated, spread and <br /> extinguished. The operator shall seek advice and concurrence from local fire authorities <br /> regarding safe areas and means of extinguishing burning wastes. <br /> The inspector should note a violation if there is a fire at the site or a hot load(smoldering ashes) is <br /> received and the above procedures are not followed. The local fire authority should be informed. <br /> Observations regarding discharges of liquid from fire extinguishing should be brought to the attention <br /> of the RWQCB. <br /> Note: PRC 43022 (a) The open burning of solid waste, except for the infrequent burning of <br /> agricultural wastes, silvicultural wastes, landclearing debris,diseased trees, or debris from emergency <br /> cleanup operations, is prohibited at any solid waste facility. <br /> (b) The owners and operators of solid waste facilities shall comply with subdivision (a) on and after <br /> the effective date of the federal regulations set forth in Subpart C (commencing with Section 258.20) <br /> of Part 258 of Title 40 of the Code of Federal Regulations. <br /> 17742 Hazardous Wastes <br /> A site shall not accept hazardous wastes unless the site has been approved for the particular waste <br /> involved. At sites where hazardous materials are processed,precautions must be taken to <br /> eliminate or control dusts,fumes, mists, vapors or gases that may be produced in quantities and <br /> under conditions which may have harmful effects on site personnel, the general public or animals. <br /> Except for waste containing more than 1% friable asbestos, no waste which is defined as hazardous <br /> waste and not excluded under Title 22, CCR, Sections 66261.2, 66261.3 and 66261.4 (Appendix F), <br /> may be legally disposed at a Class III landfill. Hazardous wastes that are received and separated from <br /> the waste stream must be handled with the proper precautions to protect site personnel, the public, or <br /> animals, until disposed of properly. These include adequate packaging, labeling and secure storage <br /> until removal, appropriate personal protective equipment and adequate personnel decontamination <br /> facilities. Illegal receipt or storage of hazardous waste should be brought to the attention of the <br /> DTSC or the local agency which is responsible for the implementation of the hazardous waste <br /> program. Some examples of hazardous wastes that may be found at solid waste (Class H or III) <br /> disposal sites include used motor oil, latex and solvent-based paints,paint thinners, batteries, <br /> antifreeze, medical waste, and other household hazardous wastes. <br /> Oil: Concerns regarding oil storage and spillage should be brought to the attention of the appropriate <br /> agency (DTSC and/or RWQCB). <br /> Note: Up to 5,000 gallons of used oil may be legally stored for up to 90 days with proper secondary <br /> http://www.ciwmb.ca.gov/pe/advisory/20/attacli20/20attch l.htm 8/11/98 <br />
