LEA Advisory 20 Attachment- Inspection Guidance for SW Landfills Page 50 of 52 <br /> requirements developed under a State Implementation Plait (SIP)approved or promulgated by the <br /> Administrator, United States Environmental Protection Agency,pursuant to section 110 of the <br /> Clean Air Act, as amended. <br /> (b) Open burning of solid waste, except for the infrequent burning of agricultural wastes, <br /> silvicultural wastes, landclearing debris, diseased trees, or debris front emergency clean-up <br /> operations, is prohibited at all MSWLF units. <br /> Air pollution control requirements for the state are developed with the Air Resources Board under a <br /> SIP and approved by the USEPA. The SIP may include variances, permits, or exemptions for <br /> burning the wastes listed above. <br /> Open burning is defined under §17258.2(1). Burning of exempted waste must be done in an area <br /> dedicated for that purpose, away from the working/tipping are to avoid the accidental burning of <br /> other solid waste. All approvals from involved authorities should be obtained prior to the <br /> commencement of burning. Burning of solid waste in an incinerator that is not equipped with <br /> adequate air pollution control equipment is also prohibited. Routine burning of solid waste is <br /> prohibited at all MSWLF units. <br /> Note: PRC 43022(a) is more restrictive than this standard in that it prohibits open burning at any <br /> solid waste facility. <br /> Agricultural waste does not include empty pesticide containers or waste pesticides. The open burning <br /> of this waste is prohibited. <br /> If an air quality problem is observed or suspected, the inspector should communicate all concerns to <br /> the appropriate AQMD or APCD. Problems include excessive landfill gas emissions, odors, dust or <br /> emissions from landfill gas destruction equipment. <br /> 17258.29 Recordkeeping Requirements <br /> (a) The owner or operator of a MSWLF unit must record and retain near the facility in an <br /> operating record or in an alternative location approved by the board the following information as <br /> it becomes available: <br /> (1) Any location restriction demonstration required under Subpart B of 40 CFR Part <br /> 258 or under Section 17258.10 of this article; <br /> (2) Inspection records, training procedures, and notification procedures required in <br /> section 17258.20 of this article; <br /> (3) Gas monitoring results from monitoring and any remediation plans required by <br /> section 17258.23 of this article; <br /> (4) Any MSWLF unit design documentation for placement of leachate or gas <br /> condensate in a MSWLF unit as required under 40 CFR section 258.28(a)(2) <br /> (5) Any demonstration, certification,finding, monitoring, testing, or analytical data <br /> required by Subpart E of 40 CFR part 258; <br /> http://www.ciwmb.ca.gov/pe/advisory/20/attach20/20attch l.htm 8/11/98 <br />
