LEA Advisory 20 Attachment- Inspection Guidance for SW Landfills Page 51 of 52 <br /> (6) Closure and postclosure care plans as required by section 18255, notice of intent <br /> to close the unit as required by section 17768, notice of certification of closure as <br /> required by section 18275, deed notation as required by 17787, demonstration of <br /> release from postclosure maintenance required by section 17788, and any monitoring, <br /> testing, or analytical data as required by 40 CFR section 258.61; and <br /> (7) Any cost estimates andfnancial assurance documentation required by sections <br /> 17258.73, 17258.74, 18263, and 18266. <br /> (8) Any information demonstrating compliance with the small community exemption <br /> as required by 40 CFR section 258.10(2). <br /> (b) The owner/operator must notify the board when the documents from paragraph (a) of this <br /> section have been placed in or added to the operating record, and all information contained in the <br /> operating record must be furnished upon request to the board or be made available at all <br /> reasonable times for inspection by the board. <br /> (c) The board can set alternative schedules for recordkeeping and notification requirements as <br /> specified in paragraphs (a)and(b) of this section, except for the notification requirements in <br /> sections 17258.10(b) and 40 CFR 258.55(g)(1)(iii). <br /> Confirm the location of the operating record prior to inspection. Note that the first requirement here <br /> is that all of the required information be maintained at a location near the site in an operating record <br /> or at a single location approved by the Board. This regulation sets several specific recordkeeping <br /> requirements; the inspector may find it helpful to list those requirements on the inspection form and <br /> to check them off for compliance in order to verify that all necessary records and documents are <br /> maintained. <br /> The operating record must include the following: <br /> 1. Location restriction demonstrations. Depending on site location, these may include <br /> demonstrations for unstable areas, seismic impact zones, fault areas, floodplains, and wetlands; <br /> 2. Inspection records, training procedures, and notification procedures for hazardous waste <br /> exclusion. The inspection records should include the date and time wastes were received <br /> during the inspection, the name of the transporter and driver, source of the wastes, vehicle <br /> identification numbers, and all observations made by the inspector; <br /> 3. Gas monitoring results and remediation plans; <br /> 4. Design documentation for placement of leachate or gas condensate in a MSWLF unit; <br /> 5. Any groundwater monitoring information as described in this standard; <br /> 6. Closure and postclosure plans, and any monitoring, testing, or analytical data associated with <br /> these plans; <br /> 7. Cost estimates and financial assurance documentation; <br /> 8.
