TEL No . Aug 27 ,98 10 =28 No .011 P .02
Central Valley Regional Water Quality Control Board
Gary M. Carter
3443 Routicr Road, Ste A
Sacramento, Ca 95827
August 9, 1998
Subject: Royster Tire `Farm' Hire
I am looking at the latest result of lack of enforcement of environmental laws in the skies
above Tracy.
We moved to Tracy in pan because of the relative purity of the environment only to be
subject to field burnings, dairy farm water contamination (22261 Patterson Pass Rd),
private junkyards(350 Corral Hollow Rd), and this latest assault on our community.
I realize that in this age of"a vote for dollar" it is difficult to achieve a meaningful change
in"business as usual". However, the air and water are not an expendable resource which
entrenched interests should be exploiting.
How many more hazardous, nonconforming materials sites are there camouflaged within
city limits, being subsidised by my tire disposal fees, and allowed to operate in violation of
nationally recognized regulatory standards(see enclosed Fire Code data)
I would like to see Tracy and Fire District officials, and the California Integrated Waste
Management Board reprimanded, and Mr. Silas "Chuck" Royster investigated for willful
violations of storage regulations.
I1'we are going to persist in the headlong rush to build houses in this area, government
officials must aggressively pursue established industries which refuse to make necessary
acconunodations for the health and safety of our citizens. The price orgrowth is govern-
mental accountability.
Or is Mr. Royster's operation really a"Yarm" and is this just another"Burn Day"'!
5inccrely,
Frank Mills
Acting Building Official, City of Campbell
cc.
