Injury/Possible Injury to Natural Resources <br /> 1 . Content and time of notice to resource trustees <br /> The California Department of Fish & Game (CF&G) were initial <br /> responders to the incident . The CF&G made an early determination <br /> that the tire fire would pose a negligible risk to surrounding <br /> natural resources since the fire was contained in the canyon. <br /> CF&G were particularly concerned with the habitat of the <br /> endangered Kit Fox. The FOSC notified the Department of the <br /> Interior (DOI) of the spill through the POLREP reporting system. <br /> 2 . Trustee damage assessment and restoration <br /> activities <br /> No natural resource damage assessment (NRDA) activities were <br /> undertaken by federal or state natural resource trustees . <br /> D. Chronology Narrative of Response Actions <br /> May 22 , 1996 <br /> At 12 : 00, EPA received a situation report from Keith <br /> Cambridge of the CIWMB of the major tire fire in Fresno County. <br /> They requested EPA assistance in suppressing the fire and <br /> assessing potential environmental impacts . The FOSC, Dan Shane, <br /> immediately dispatched START to conduct a preliminary assessment <br /> and provide technical assistance to the first responders . <br /> May 23 , 1996 <br /> O/S Personnel : 1-FOSC, 2-START, 20-CDF <br /> Weather: Clear, sunny, temps in the mid-70 ' s, gale force winds <br /> from the north-northeast up to 50 mph. <br /> At 07 :45, the FOSC arrived on-scene . The FOSC met with the <br /> CDF Incident Commander and was briefed on the situation. At <br /> 10 : 00, the FOSC used his $200, 000 authority and issued Deliver <br /> Order # 0012-09-081 to the ERCS contractor, CET Environmental <br /> Services . At 10 : 36, the FOSC also mobilized the U. S . Coast Guard <br /> Pacific Strike Team (PST) and a PST mobile command post . <br /> A unified site safety plan was drafted by START, USCG and <br /> CDF. The START commenced on-site air monitoring and the CARB <br /> continued off-site air monitoring activities . The FOSC requested <br />
