Anita Choperena, the <br /> potentially responsible party (PRP) , and issued her a Notice of <br /> Federal Interest . At 08 :40, a Texaco, Inc . 18 inch crude oil <br /> pipeline was marked to prevent damage by heavy equipment . The <br /> START and CARB continued on-site/off-site air monitoring, <br /> respectively. The primary air contaminants of concern were <br /> volatile organic compounds, polynuclear aromatic hydrocarbons, <br /> metals and particulates . Air samples were collected by various <br /> methods including charcoal tubes, SUMMA cannisters and filter <br /> cassettes . CDF provided a list of local equipment vendors . CET <br /> continued mobilizing heavy equipment and other materials and <br /> supplies . <br /> The FOSC continued to explore mitigation options with the <br /> CDF. The FOSC inspected the site with Rodney Slaughter, State <br /> Fire Marshall, and Manuel Choperena. During the inspection, the <br /> FOSC gained valuable information on the tire dump. The FOSC <br /> began to devise a plan for preventing the spread of fire into the <br /> landfill area. The FOSC presented the plan to the UC. The plan <br /> was endorsed by all agency and contractor representatives . <br /> Preparations began on the implementation of health & safety <br /> procedures . <br /> May 25, 1996 <br /> O/S Personnel : 1-FOSC, 2-START, 3-USCG, 6-CET, 20-CDF <br /> Weather: same as 5/23/96 <br /> CET delivered all necessary equipment including 3-dozers, <br /> 1-trackhoe, 1-fuel truck, 3-water trucks, various pumps and level <br /> B PPE and air packs . A loading stand and power primer pump was <br /> installed to draw water from a nearby irrigation canal . <br /> Construction of the earthen ramp commenced on the north side of <br /> the canyon. The purpose of the ramp was to provide access to the <br /> bottom of the canyon and a working platform for the excavator. <br /> Additionally, the earthen ramp was expected to act as a fire <br /> break effectively separating the burning tire pile from the <br /> landfill . By 15 : 00 , CET completed about one-half of the ramp that <br /> would bridge the steep canyon. CDF was positioned to supply water <br /> and foam in case there was a flare-up or worker exposure to <br /> excessive heat . All personnel working in the exclusion zone were <br /> donned level B personal protective equipment . <br /> The initial CARB off-site air monitoring results were <br /> received by the UC. The levels of toxic air contaminants were low <br /> and no public health warnings were necessary. There was <br />
