This workplan presented below is to support the Knowles' underground storage tank <br /> claim application form This workplan describes background work conducted, further <br /> investigation to define the extent ofroundwa r <br /> g to contamination, and implement the <br /> most cost effective mitigation of contaminated groundwater migration. <br /> Section 2 0 is a review of the background of the property and work completed to date <br /> Section 3 0 discusses additional investigation to be conducted,corrective action to be <br /> undertaken and an evaluation of existing alternatives for groundwater migration <br /> control Section 4 0 discusses the remedial effectiveness monitoring phase The <br /> summary is outlined in section 5 0 <br /> 2.0 BACKGROUND <br /> In 1936, the property located on 102 S Wilson Way, Stockton, California was <br /> purchased by Guiseppe and Angela Caffese from Oil Products Company, Ltd. Figure 1 <br /> shows the site location map The sale included the land as well as equipment and <br /> fixtures associated with a retail gasoline station In 1947,the site was purchased by the <br /> Knowles family and continued to be operated as a gasoline service station with <br /> underground storage tanks In 1977 the site was purchased by Pepsi-Cola Bottling <br /> Company of Stockton As reported in a City of Stockton Fire Prevention Bureau Tank <br /> Removal Permit, two-7500 gallon gasoline tanks, one 1000 gallon oil tank and one 300 <br /> gallon tank were removed from the site in December 1978 by Pepsi-Cola After the <br /> removal of the tanks, the excavation was backfilled to grade and paved The site was <br /> then used as a parking lot by Pepsi The site was then sold to Union Safe Deposit <br /> Bank, Stockton in 1985 and was subsequently purchased by Rock Brothers <br /> Construction immediately in 1985. An approximately four feet deep excavation exists <br /> near the center of the property,covering an area of approximately 350 square feet The <br /> site is surrounded by a chain-link fence except for the southern fifteen feet of the <br /> property and the western ten feet of the property Presently there are no buildings <br /> onsite and the site remains vacant <br /> 2.1 Work Completed to Date <br /> The County of San Joaquin had discovered an unauthorized leak from an underground <br /> storage tank in 1988 and directed the then owners of the property, the Rocks, to assess <br /> 3 <br />
