v
3.3.4 Preferred Remedial Alternative
The criteria for selecting an alternative to control offsite migration of the contaminated
groundwater plume at the 102 S Wilson Way site include the cost and time required to
achieve required cleanup levels, the applicability of the selected technology, and the
likelihood of regulatory approval A comparison of available technologies and the
anticipated site conditions indicates that high-vacuum vapor and groundwater dual
extraction with catalytic oxidation of groundwater and vapors is the preferred
alternative This analysis assumes that 102 S Wilson Way can obtain the necessary air
and water discharge permits that allow low concentrations of volatile compounds (such
as benzene) into the atmosphere and the publicly owned treatment works (POTW). if
either permit cannot be obtained, then reinf ltration to enhance biodegradation may be
the only remaining alternative This technology is less cost effective than dual
extraction and also requires reinfection permits from the local health agency and the
RWQCB.
4.0 REMEDIAL TREATMENT EFFECTIVENESS MONITORING PHASE
The effectiveness of the selected remedial alternative will be monitored Effectiveness
monitoring will include quarterly groundwater and soil gas phase sampling and
analysis The concentrations will be plotted geometrically versus time to remediation
effectiveness Sampling and analysis will proceed until 4 consecutive quarters of non-
detect concentrations Three confirmatory borings will be advanced at the site
Groundwater samples will be collected and analyzed for TPH and BTEX. Assuming
these samples are clean, a closure report will be prepared requesting to terminate
remedial actions The cost to complete this work are summarized in Table 4-1.
17
1
