<br /> 313 HSC 25290.1,25290.2, 25291 Failure to construct,operate,and maintain primary containment as product-tight.
<br /> Oily liquid was observed in UDCs 314, 718, 9110, 11/12,and 13114, indicating a leak in the primary piping. All primary
<br /> containment for the UST system must be tight. Immediately have a properly licensed,trained,and certified contractor
<br /> repair or replace the failed component under permit and inspection of the EHD.
<br /> This is a minor violation_
<br /> 314 HSC 25290.1,25290.2, 25291 Failed to have secondary containment or secondary containment hot fight.
<br /> Brine was found in the bottom of the diesel STP sump, 91 STP sump, diesel rill sump,87 fill sump,and 91 fill sump,
<br /> indicating a leak in the secondary containment. Secondary containmcnl shall be impervious to the liquid and vapor of
<br /> the substance contained and constructed to prevent structural weakening as a result of contact with any hazardous
<br /> substances released from the primary containment, Immediately contact a properly licensed,trained, and certified
<br /> contractor to make repairs to the UST System under permit and inspection of the EHD.
<br /> This is a minor violation,
<br /> 319 CCR 2635,2637.1,2665, 2712 No spill bucket,failed to contain 5 gallons,no means to keep it empty,or failed to be
<br /> tested.
<br /> The diesel spill container failed when tested. Ail spill containers shall have a minimum capacity of five gallons and be
<br /> capable of containing a spill or overfill until it is detected cr cleaned up. Immediately contact a properly licensed,
<br /> trained, and certified contractor to repair or replace the spill container under permit and inspection of the END.

<br /> Overall Inspection Comments,
<br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
<br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting
<br /> paperwork, by November 29, 2018,
<br /> Note: The full inspection was not witnessed. Testing of sensor functionality, sensor out,fail safe, spill buckets,
<br /> and leak detectors was not witnessed. Vacuum communication, brine communication, and overfill prevention
<br /> testing were all witnessed. The monitoring system certification was conducted on October 17, 2018, The
<br /> paperwork inspection was completed an October 30, 2018.
