The designated operator employee training for Dara Peralta and Perla Herrera was not performed within 30 days of hire. Neither had training at the time of the monitoring system certification on 10/17/18. According the to the training records dated 10/18/18, Ms, Peraita began as a facility employee in February 2018 and Ms. Herrera began as a facility employee in May 2018. The designated operator shall train facility employees for which he or she is responsible in the proper operation and maintenance of the UST system once every 12 months, The training shall include, but is not limited to- 1.Operation o:1.Operation of the UST system in a manner consistent with the facility's best management practices 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan 3. Employee's role with regard to spills and overfills as specified in the facility's response plan 4. Name of the contact person(s)for emergencies and monitoring equipment alarms Ensure that employees have bccn trained by the designated operator,maintain the list on site,and submit a Cop of the training records to the EHO.� � W 0,n3 0.� 114V � ,� � �� Y7 � This is a r peat violation. Class I1. 305 HSC 25290.1(e)VPH monitoring of the interstitial spaces of the UST system is not maintained. The brine in the following sump secondary containment was observed to be low,with no brine in the reservoirs and the tubes attaching the reservoir to the sump wall partially empty: -Diesel STP sump -91 STP sump -Diesel fill sump -91 fill sump -87 fill sump -Vent sump The L2 (87 fill sump), L3(91 STP sump), L5(diesel STP sump),and L6 (diesel fill sump)sensors were all in Low Liquid Alarm upon arrival. The sensors monitoring the liquid level in the interstitial space shall be maintained so that a breach in the primary or secondary containment is detected before the hazardous substance is released into the environment. The brine levels were topped off during the inspection_ This is a minor violation. 306 CCR 2630(d)Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. The L2(87 fill sump),L3(91 STP sump),i_5(diesel STP sump),and L6(diesel fill sump)sensors were found to be in Low Liquid Alarm since 10/10/18(1_2&1-5), 10/14/18(1-6), and 10/15/18(1-3), and actions have not been taken to address the alarm. Mr. Prasad stated that it is a new system and the alarms either clear themselves or are due to settling_ He stated there are no leaks in the system and was unaware of the brine observed in the fill and STP sump bollorns. All monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The brine levels were topped off and the alarms were cleared at the time of inspection, This is a Class 11 violation.
