Analytical results of the tank pull samples confirmed the
presence of contaminants at the site and an UST Unauthorized Release Report(UAR) #92-U05 was
filed in January 1992. You were notified in a letter dated March 8, 1994 from San Joaquin County
Public Health Services,Environmental Health Division (PHS/EHD) that you would be required to
begin investigating the contamination at the site. The work would be prioritized based the State of
California Water Resources Control Board(SCWRCB) "Prioritization System for Leaking
Underground Storage Sites". The site was subsequently assigned to PHS/EHD Local Oversight
Program (LOP) in January 1997.
On September 16, 1997,a 12 foot by 7 foot by 7 foot deep excavation was conducted in the area where
the petroleum contamination from the suspected piping leak existed. Analytical results of the bottom
soil sample (SB-2) taken at approximately 9.0 to 9.5 feet below surface grade(bsg) and 6 feet north of the
building wall were 8,100 pans per million (ppm) of Total Petroleum Hydrocarbon as gasoline(TPH-g),
49 ppm of Toluene, 66 ppm of Ethylbenzene, and 760 ppm of Total Xylenes. Benzene was non-detect.
However, the detection limit was 25 ppm instead of 0.005 ppm. In a letter dated November 21, 1997,
you were directed to submit a work plan which would define the vertical and lateral extent of the
petroleum fuel hydrocarbon constituents distribution to PHS/EHD no later than January 15, 1998.
This work plan has not been received by this office.
Submit a work plan that will define the vertical and lateral extent of the contamination to PHS/EHD
by August 31, 1999.
Please note that your new point of contact at PHS/EHD for this site is Jeffrey Wong. All
correspondence should be directed to him. Please feel free to call him at (209) 468-0335 if you have any
questions.
Donna Heran,REHS,Director
Environmental Health Division
Jeffrey Won REHS Margaret agorio,REHS
LOP/Site Mitigation Unit IV Supervisor
C: RWQCB, Central Valley Region-Mark List
A Division of San Joaquin County Health Care Ser,ices
