The system was approved by EHD and CDHS with the conditions that <br /> monitoring would occur bi-weekly between the lead and lag GAC vessels, and <br /> connection to the public water utility, California Water Service Public Water <br /> System, would actively be pursued. To date there has been no additional actions <br /> taken to pursue connection to an approved public water system. Recent events <br /> with the operation of the treatment system and sample results with 1,2-DCA at <br /> levels above the MCL support EHD's concerns that the sampling location and <br /> frequency is not adequate to ensure safe drinking water is being provided to <br /> Frontier Motel. <br /> EHD hereby directs you to comply with the following corrective actions to ensure safe <br /> drinking water is being supplied: <br /> 1. EHD requires one of the two options to be completed within six (6) months: <br /> • Plans designed by a California Registered Engineer to remove 1,2-DCA with <br /> a 30-minute EBCT using current daily and peak water demand levels as <br /> determined by the installed flow meter, and current wellhead analytical results <br /> shall be submitted to and approved by EHD. The system shall be installed, <br /> tested, and operational. <br /> -or- <br /> Frontier Motel shall be connected to California Water Service Public Water <br /> System and the on site well destroyed under permit and inspection by EHD. <br /> 2. Starting immediately, you are to collect and analyze weekly water samples <br /> from the Frontier Motel water system at the following locations: <br /> Wellhead (prior to entry into the GAC vessels). <br /> Intermediate (between lead and lag GAC vessels). <br /> Post-treatment (after the lag GAC vessel, just prior to lines that supply <br /> human consumption). <br /> Analytical results are to be submitted to EHD prior to collecting the next weekly <br /> samples. Any detectable amounts of petroleum contaminants from any of the <br /> samples are to be called into EHD within 48 hours of being notified by the lab <br /> and the laboratory results submitted to EHD. <br /> If the sample from the `post-treatment' port indicates that contaminants have <br /> successfully migrated through the GAC vessels, approved bottled water is to be <br /> supplied for drinking, bathing, and food preparation usage at the motel <br /> immediately.
