The highest bidder, Carl Crutchfield Construction, was the only one of the three that actually visited the sites. During the meeting on May 10, 2001, Mr. Robert Trommer of the USTCF stated he was uncertain if his agency could reimburse for costs associated with any, a portion of, or the total length of the proposed water main.
