Center Street `414 <br /> Manteca, CA 95336 yFq���p&iN ~' <br /> MANTECA SEWAGE TREATMENT, PLANT, SAN JOAQUIN COUNTY 4%T�C9,44, <br /> During a 16 January 1985 telephone conversation, Gary Reents <br /> discussed with your office the problem of the lack of sewage <br /> treatment plant capacity for the City of Manteca. Specifically, <br /> the City is continuing to propose further residential <br /> subdivisions without regard to the existing problems due to <br /> overloading at the plant. David Mueller of your staff <br /> responded that the City had recently leased acreage which will <br /> supply additional capacity for wastewater disposal. Mr. Reents <br /> requested a report detailing the location of the additional <br /> acreage, how wastewater will be applied, and the quantities of <br /> wastewater to be applied. Additionally, it was requested that the <br /> City include an explanation of all interim measures to be <br /> implemented for alleviating the existing problem while also <br /> providing additional capacity for new connections to the <br /> collection system. Mr. Reents stated that it is the Board' s <br /> policy that sewage treatment plant capacity must exist before new <br /> connections can be allowed. <br /> In response, your office sent us a 25 January letter containing a <br /> lease agreement for 82 acres of additional disposal land. This <br /> does not satisfy the the requirements of the requested report, <br /> with the exception of identifying the location of the newly <br /> acquired land. <br /> Enclosed are two memoranda, the first is a report of an inspec- <br /> tion of the City' s sewage treatment plant facilities on 31 <br /> January 1985 . The second is regarding the laboratory results of <br /> the samples collected during the 31 January inspection. As <br /> discussed in the first memorandum, the disposal fields are at or <br /> beyond capacity, direct discharges are occurring to the South San <br /> Joaquin Irrigation District (SSJID) drain, and the treatment <br /> plant is loaded beyond capacity. <br /> Based on all of the above, and to come into compliance with Waste <br /> Discharge Requirements No. 70-134 , we request the City of <br /> Manteca to: <br /> 1. Plug the two west side culverts to prevent further discharge <br /> to the SSJID drain. <br />
