STAT •
AT E OF CALIFORNIA GEORGE DEUKMEJIAN,Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD-
CENTRAL VALLEY REGION =-
3201 S STREET '• u•
SACRAMENTO,CALIFORNIA 95816-7090
PHONE: (916)445-0270
28 February 1985
Mr. Michael F. Brinton
Director of Public Works
1001 W. Center Street `414
Manteca, CA 95336 yFqp&iN ~'
MANTECA SEWAGE TREATMENT, PLANT, SAN JOAQUIN COUNTY 4%TC9,44,
During a 16 January 1985 telephone conversation, Gary Reents
discussed with your office the problem of the lack of sewage
treatment plant capacity for the City of Manteca. Specifically,
the City is continuing to propose further residential
subdivisions without regard to the existing problems due to
overloading at the plant. David Mueller of your staff
responded that the City had recently leased acreage which will
supply additional capacity for wastewater disposal. Mr. Reents
requested a report detailing the location of the additional
acreage, how wastewater will be applied, and the quantities of
wastewater to be applied. Additionally, it was requested that the
City include an explanation of all interim measures to be
implemented for alleviating the existing problem while also
providing additional capacity for new connections to the
collection system. Mr. Reents stated that it is the Board' s
policy that sewage treatment plant capacity must exist before new
connections can be allowed.
In response, your office sent us a 25 January letter containing a
lease agreement for 82 acres of additional disposal land. This
does not satisfy the the requirements of the requested report,
with the exception of identifying the location of the newly
acquired land.
Enclosed are two memoranda, the first is a report of an inspec-
tion of the City' s sewage treatment plant facilities on 31
January 1985 . The second is regarding the laboratory results of
the samples collected during the 31 January inspection. As
discussed in the first memorandum, the disposal fields are at or
beyond capacity, direct discharges are occurring to the South San
Joaquin Irrigation District (SSJID) drain, and the treatment
plant is loaded beyond capacity.
Based on all of the above, and to come into compliance with Waste
Discharge Requirements No. 70-134 , we request the City of
Manteca to:
1. Plug the two west side culverts to prevent further discharge
to the SSJID drain.
