1.3 EFFECTS FOUND NOT TO BE SIGNIFICANT <br /> This section contains a discussion of the environmental effects found not to be significant pursuant to the State <br /> CEQA Guidelines Section 15128,which provides that"[a]n EIR shall contain a statement briefly indicating the <br /> reasons that various possible significant effects of a project were determined not to be significant and were <br /> therefore not discussed in detail in the EIR." <br /> The project's effects on recreation and population and housing were found to be less than significant and are not <br /> included in the detailed analysis of potential project impacts. <br /> 1.3.1 RECREATION <br /> The project does not include any public recreation elements nor would it significantly increase demand for <br /> recreational facilities in the project area because the project does not include proposals for new housing. <br /> Therefore,the project would not increase demands for park or other recreational facilities and would not result in <br /> accelerated physical deterioration of existing recreational facilities. The project would not result in the need for <br /> new or expanded recreational facilities and no impacts to these facilities would occur. However,the project would <br /> have indirect growth-inducing and secondary environmental effects. Growth inducing and secondary effects of <br /> growth are discussed in Chapter 6, "Other CEQA Required Sections,"of this DEIR. <br /> 1.3.2 POPULATION AND HOUSING <br /> The project is the upgrade and expansion of wastewater treatment facilities at the City of Manteca WQCF and the <br /> expansion of the wastewater collection system throughout the City.No housing is located within the facility <br /> footprint,nor does the project propose to construct any new housing. Therefore,the project would have less-than- <br /> significant population and housing impacts, and population and housing impacts of the project are not evaluated <br /> further in this DEIR. However,the project would have indirect growth-inducing and secondary environmental <br /> effects. Growth inducing and secondary effects of growth are discussed in Chapter 6, "Other CEQA Required <br /> Sections,"of this DEIR. <br /> 1.4 LEAD, FEDERAL, RESPONSIBLE, AND TRUSTEE AGENCIES <br /> As defined in State CEQA Guidelines Section 15367,the lead agency is the public agency that has the principal <br /> responsibility for carrying out or approving the project. Other state or local public agencies that may or will use <br /> the EIR to carry out their discretionary approval power over the project are responsible agencies, as defined by <br /> CEQA Section 21069 and State CEQA Guidelines Section 15381. Trustee agencies, as defined by State CEQA <br /> Guidelines Section 15381, are state agencies that have jurisdiction by law over resources affected by a project that <br /> are held in trust for the people of the State of California. <br /> The City of Manteca is the lead agency with primary authority for approval of the project. Additional agencies <br /> (listed below)with potential permit or approval authority over the project,or elements thereof,will have the <br /> opportunity to review this document during the public review period, and will use this information in <br /> consideration and issuance of any permits required for the project. <br /> Public agencies with known or potential permits, other approvals,or jurisdiction by law over resources on the site <br /> are listed below. <br /> 1.4.1 LEAD AGENCY <br /> ► City of Manteca(project approval) <br /> EDAW Manteca WQCF and Collection System Master Plans EIR <br /> Introduction 1-2 City of Manteca <br />
