If a nonresidential project is 1.0 to less than 5.0 acres,or a residential project is 1.0 to less than 10.0 acres,an <br /> owner/operator must provide written notification to SJVAPCD at least 48 hours prior to his/her intent to begin <br /> any earthmoving activities as specified in Section 6.4.2.of Rule 80217. <br /> ► Rule 2201 New and Modified Stationary Source Review Rule <br /> This rule applies to all new stationary sources and all modifications of existing stationary sources. They are <br /> subject to SJVAPCD permit requirements if, after construction,they emit or may emit one or more affected <br /> pollutant. <br /> ► Rule 3135—Dust Control Plan Fee <br /> This rule requires the applicant to submit a fee in addition to a Dust Control Plan. The purpose of this fee is to <br /> recover SJVAPCD's cost for reviewing such plans and conducting compliance inspections. <br /> ► Rule 4101—Visible Emissions <br /> This rule prohibits emissions of visible air contaminants to the atmosphere and applies to any source <br /> operation that emits or may emit air contaminants. <br /> ► Rule 4102 Nuisance <br /> This rule applies to any source operation that emits or may emit air contaminants or other materials. In the <br /> event that such emissions create a public nuisance,the owner/operator could be in violation and be subject to <br /> SJVAPCD enforcement action. <br /> ► Rule 4103—Open Burning <br /> This rule regulates the use of open burning and specifies the types of materials that may be open burned. <br /> Agricultural material shall not be burned down when the land use is converting from agriculture to <br /> nonagricultural purposes(e.g.,commercial, industrial, institutional, or residential uses). Section 5.1 of this <br /> rule prohibits the burning of trees and other vegetative (nonagricultural)material whenever the land is being <br /> developed for nonagricultural purposes. <br /> ► Rule 4601—Architectural Coatings <br /> This rule limits volatile organic compounds from architectural coatings by specifying architectural coatings <br /> storage, clean up,and labeling requirements. <br /> ► Rule 4641—Cutback, Slow Cure, and Emulsified Asphalt,Paving and Maintenance Operations <br /> This rule applies to the manufacture and use of the aforementioned asphalt types for paving and maintenance <br /> operations. <br /> ► Rule 4901—Wood Burning Fireplaces and Wood Burning Heaters <br /> This rule limits residential fuel combustion and associated PM emissions as follows: <br /> • No person shall install a wood burning fireplace in a new residential development with a density greater <br /> than two dwelling units per acre. <br /> • No person shall install more than two EPA Phase 11 Certified wood burning heaters per acre in any new <br /> residential development with a density equal to or greater than three dwelling units per acre. <br /> EDAW Manteca WQCF and Collection System Master Plans EIR <br /> Air Quality 4.3-14 City of Manteca <br />
