Wastewater Treatment Alternative would be the environmentally superior alternative because this alternative <br /> would have greater constituent removal efficiencies than the project. <br /> Overall,the Modified Pipeline Alignment Alternative would be environmentally superior to the project. This <br /> alternative would not avoid the project's significant and unavoidable impacts (e.g.,Important Farmland and <br /> odors);however,this alternative would substantially reduce the project's impacts to sensitive resources. Further, <br /> all project objectives would be achieved with implementation of this alternative. <br /> 2.4 SUMMARY OF ENVIRONMENTAL IMPACTS AND RECOMMENDED <br /> MITIGATION MEASURES <br /> Table 2-2,presented at the end of this chapter,provides a summary of the project-specific environmental impacts <br /> of the project,the level of significance of the impact before mitigation,recommended mitigation measures, and <br /> the level of significance of the impact after implementation of the mitigation measures. <br /> The project would result in project-level significant and unavoidable adverse impacts in five areas: Agricultural <br /> Resources and Air Quality. In addition,the project would contribute to cumulative significant and unavoidable <br /> adverse impacts in three areas: Agricultural Resources,Visual Resources, and Air Quality. <br /> 2.5 AREAS OF CONTROVERSY <br /> Section 15123 of the CEQA Guidelines requires the summary section of an EIR to include"areas of controversy <br /> known to the lead agency." <br /> The following issues, in no order of importance, are controversial issues known to the City of Manteca: <br /> ► Traffic congestion along area roadways <br /> ► Conversion of farmland to urban uses <br /> ► Visual impacts of the project(i.e., lighting,character) <br /> ► Alteration of land use and potential conflicts with existing land uses <br /> ► Water quality impacts in the San Joaquin River <br /> ► Fishery resource impacts in the San Joaquin River <br /> EDAW Manteca WQCF and Collection System Master Plans EIR <br /> Executive Summary 2-6 City of Manteca <br />
