Pretreatment Program enforcement is the responsibility of the RWQCB. The Manteca WQCF implements an <br /> Industrial Waste Pretreatment Program to regulate and control the discharge of constituents of concern. <br /> Section 303(d) Impaired Waters List <br /> Section 303(d)of the CWA requires States to develop lists of water bodies(or sections of water bodies)that will <br /> not attain water quality standards after implementation of minimum required levels of treatment by point-source <br /> dischargers(i.e.,municipalities and industries). Section 303(d)requires States to develop a Total Maximum Daily <br /> Load(TMDL)for each of the listed pollutants and water bodies. A TMDL is the amount of loading that the water <br /> body can receive and still meet water quality standards. The TMDL can also act as a plan to reduce loading of a <br /> specific pollutant from various sources to achieve compliance with water quality objectives. The TMDL must <br /> include an allocation of allowable loadings to point and nonpoint sources,with consideration of background <br /> loadings and a margin of safety. Generally,NPDES permit limitations for listed pollutants must be consistent with <br /> the load allocation identified in the TMDL. <br /> The most recently approved(1998)CWA Section 303(d) list for California identifies the Delta waterways as <br /> water-quality impaired for a number of constituents is shown on Table 4.9-6. The State has completed a public <br /> process to update the 303(d) list(SWRCB Resolution No. 2006-0079). The SWRCB has submitted revisions to <br /> EPA for approval. The recommended changes include the addition of 53 new water bodies and pollutants to the <br /> list;removal of 3 water bodies and pollutants from the list;refinement of identified impaired reaches; and changes <br /> in TMDL development priorities.No changes to the water bodies and constituents listed in Table 4.9-6 were <br /> proposed.
