The NTR established water quality standards for 42 pollutants not covered, <br /> at that time,under California's statewide water quality regulations.As a result of a court-ordered revocation of <br /> California's statewide water quality control plan for priority pollutants in September 1994,EPA initiated efforts <br /> to promulgate additional numeric water quality criteria for California. In May 2000,EPA issued the California <br /> Toxics Rule (CTR)that promulgated numeric criteria for priority pollutants not included in the NTR. The CTR <br /> documentation(FR 65 31682,May 18,2000)"carried forward"the previously promulgated standards of the <br /> NTR,thereby providing a single document listing California's fully adopted and applicable water quality criteria <br /> for priority pollutants. <br /> Federal Antidegradation Policy <br /> The federal antidegradation policy is designed to protect existing uses and the level of water quality necessary to <br /> protect existing uses, and provide protection for higher quality and national water resources. The federal policy <br /> directs States to adopt a statewide policy that includes the following primary provisions(40 CFR 131.12): <br /> (1)Existing instream water uses and the level of water quality necessary to protect the existing uses shall <br /> be maintained and protected. <br /> (2)Where the quality of waters exceed levels necessary to support propagation of fish, shellfish, and <br /> wildlife and recreation in and on the water,that quality shall be maintained and protected unless the State <br /> finds, after full satisfaction of the intergovernmental coordination and public participation provisions of <br /> the State's continuing planning process,that allowing lower water quality is necessary to accommodate <br /> important economic or social development in the area in which the waters are located... <br /> DER EDAW <br /> City of Manteca 4.9-15 Hydrology and Water Quality <br />
