M m
D Table 2-2
Summary of Impacts and Mitigation Measures
SCD„ Significance Significance
3 Impacts Before Mitigation Measures After
Mitigation Mitigation
at any one time.
► The requirements listed above can be met through any
combination of on-site,emission-reduction measures or off-
site fees. The ISR rule provides a method of calculating fees
to be paid to offset any NOx and PM,o emission reductions
that would not be achieved by selection of construction
equipment and fuels.
B. The City of Manteca will ensure that the proposed project
complies with SJVAPCD's Regulation VIII,"Fugitive Dust
Prohibitions,"and that all applicable control measures,as
required by law,are implemented during construction to reduce
the generation of fugitive PMIO and PM2.5 emissions.Regulation
VIII contains, but not limited to,the following required control
measures.
IP 1. Prewater site sufficient to limit visible dust emissions
(VDE)to 20%opacity.
2. Phase work to reduce the amount of disturbed surface area
at any one time.
3. During active operations,apply water or chemical/organic
stabilizers/suppressants sufficient to limit VDE to 20%
v opacity.
p4. During active operations, construct and maintain wind
T barriers sufficient to limit VDE to 20%opacity.
Q5. During active operations,apply water or chemical/organic
n stabilizers/suppressants to unpaved haul/access roads and
m unpaved vehicle/equipment traffic areas sufficient to limit
o VDE to 20%opacity and meet the conditions of a stabilized
unpaved road surface.
6. An owner/operator shall limit the speed of vehicles traveling
on uncontrolled unpaved access/haul roads within
construction sites to a maximum of 15 miles per hour.
o7. An owner/operator shall post speed limit signs that meet
v State and Federal Department of Transportation standards at
Cn each construction site's uncontrolled unpaved access/haul
M
road entrance. At a minimum, speed limit signs shall also be
LTS=Less than Significant S=Significant PS=Potentially Significant SU=Significant and Unavoidable
