Areas surrounding the WQCF property are designated as Light Industrial <br /> (M-1)to the north, east,and west; General Commercial(C-G) and Community Commercial(C-C)to the south <br /> and east; and Single Family Residential(R-1)to the south and east. Zoning designations along proposed pipeline <br /> alignments include a variety of residential, commercial,open space, and industrial designations. <br /> 4.1.2 ENVIRONMENTAL IMPACTS <br /> ANALYSIS METHODOLOGY <br /> The focus of this land use analysis is on land use impacts, including those related to agricultural resources,which <br /> would result from implementation of the project. Evaluation of potential land use and agricultural impacts of the <br /> project was based on a review of the planning documents pertaining to the project study area, including the City <br /> general plan and EIR, City zoning ordinance,the California Department of Conservation Important Farmland <br /> Map for San Joaquin County, consultation with appropriate agencies, and field review of the project site and <br /> surroundings. <br /> Specific impacts and policy,plan, or regulatory consistency issues adopted for the purpose of avoiding or <br /> mitigating an environmental effect associated with other resource and issue areas are addressed in each technical <br /> section of this DEIR as appropriate(see policies pertaining to these resources in each technical section). The <br /> project's consistency with an adopted habitat conservation plan(HCP)is discussed in Section 4.5, "Terrestrial <br /> Biological Resources."Therefore,these issues are not discussed further in this analysis. <br /> The WQCF site is not subject to a Williamson Act contract. However,portions of the wastewater collection <br /> system,recycled-water distribution system, and effluent outfall pipeline alignments would traverse lands subject <br /> to Williamson Act contracts. Collection system,recycled-water distribution system, and outfall pipelines and <br /> pumping stations would be installed below grade throughout the project area, and would be primarily located <br /> along roadways within existing City right-of-way or within existing or future residential subdivisions. Therefore, <br /> pipeline construction would not conflict with existing zoning for a Williamson Act contract, and this issue is not <br /> discussed further in this analysis. <br /> THRESHOLDS OF SIGNIFICANCE <br /> For purposes of this analysis,the following applicable thresholds of significance have been used to determine <br /> whether implementing the proposed project would result in a significant impact. These thresholds of significance <br /> are based on the State CEQA Guidelines. The proposed project would result in significant land use or agricultural <br /> impacts if it would: <br /> ► physically divide an established community; <br /> ► convert Prime Farmland,Unique Farmland,or Farmland of Statewide Importance, as shown on the maps <br /> prepared pursuant to the FMMP of the California Resources Agency,to nonagricultural use; <br /> ► conflict with existing zoning for agricultural use; or <br /> ► involve other changes in the existing environment which, due to their location or nature, could result in <br /> conversion of farmland to nonagricultural use. <br /> Manteca WQCF and Collection System Master Plans EIR EDAW <br /> City of Manteca 4.1-7 Land Use and Agricultural Resources <br />
