IMPACT ANALYSIS <br /> IMPACT Land Use and Agricultural Resources—Potential for Division of an Established Community. The <br /> 4.1-1 project would not develop a new use that would extend into an established community or interfere with <br /> existing vehicular or pedestrian traffic moving from one side of an established community to another. The <br /> project would result in the construction of wastewater treatment facilities on City-owned land and <br /> underground pipelines primarily within City right-of-way. Interim and permanent pumping stations would be <br /> integrated with new or existing residential subdivisions. Therefore, this impact would be less than <br /> significant. <br /> Project implementation would expand existing wastewater treatment facilities on the 210-acre City-owned WQCF <br /> property,result in the construction of a new wastewater collection system,recycled-water distribution system, and <br /> outfall pipelines, and result in the construction of new pumping stations to meet existing and future wastewater <br /> conveyance and treatment demands. <br /> Expansion of wastewater treatment facilities would occur entirely within the 210-acre, City-owned WQCF <br /> property. Both the City general plan and zoning designations for the WQCF property are PQP. According to the <br /> general plan,this designation allows for government-owned facilities(such as wastewater quality control and <br /> related facilities),public and private schools, institutions, civic uses and public utilities, and quasi-pubic uses such <br /> as hospitals and churches. The WQCF site is isolated from other urban development by agricultural lands that <br /> make up the WQCF property, and is located at the urban fringe of the City of Manteca and away from urban <br /> development. Therefore,the WQCF site is not located within an established community. <br /> Land uses along proposed pipeline alignments include a variety of residential, commercial, open space, <br /> agricultural, and industrial land uses. The wastewater collection system,recycled-water distribution system, and <br /> outfall pipelines and sewage pumping stations would be located within established and new communities. <br /> However,pipelines would not conflict with existing land uses because pipelines would be installed below grade, <br /> and would be primarily located along roadways within existing City right-of-way. Permanent and interim <br /> pumping stations also would not conflict with existing land uses because pipelines would be located within or <br /> adjacent to residential subdivisions,would typically be one-quarter acre or less,and would be mainly below <br /> grade. For above-grade components, design features and landscaping would allow the pumping stations to <br /> visually blend and integrate with surrounding residential and commercial development. <br /> Because the project would not divide an established community(because no communities are located on the <br /> WQCF property); the wastewater collection system,recycled-water distribution system, and outfall pipelines <br /> would be below grade; and pumping stations would be mainly below grade and integrated into residential <br /> subdivisions,the project would not divide an established community and this impact would be less than <br /> significant. <br /> IMPACT Land Use and Agricultural Resources—Potential Conflicts with Existing Land Uses in or Adjacent to <br /> 4.1-2 the Project Area. WQCF improvements would be constructed within and near the existing WQCF footprint <br /> on City-owned property. The wastewater collection system, recycled-water distribution system, and outfall <br /> pipelines associated with the proposed project would be installed below grade and would have no effect on <br /> adjacent land uses. Interim and permanent pumping stations would be mainly below grade and would be <br /> integrated with surrounding land uses. Therefore, the project would not result in land use conflicts between <br /> the project area and adjacent land uses. This impact would be less than significant. <br /> The areas in and adjacent to the proposed project area support a variety of land uses, including existing and <br /> developing residential, commercial, industrial, agricultural, and open space land uses. WQCF improvements <br /> would be constructed within and near the existing WQCF footprint on City-owned property. The existing WQCF <br /> footprint is surrounded on all sides by agricultural lands.
