SAN -JOAQUIN Environmental Health Department
COUNTY
Small Quantity Hazardous Waste Generator Inspection Report
Facility Name: Facility Address: Date:
Big Lots Stockton 1916 2720 COUNTRY CLUB DR, Stockton June 27, 2019
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item# Remarks
102 CCR 66262.11 Failed to determine if a waste is a hazardous waste.
An unlabeled bag containing what appeared to be used spill magic or absorbent was found in a tote labeled"Pull and
Hold Do Not Sell,"located near the hazardous waste storage area. According to Lashay Fielder, Store Manager, spill
magic is used to clean up spills from food/drink items, as well as chemical/hazardous material spills. Lashay stated
that associates are allowed to clean up spills from food/drink items and dispose of the used spill clean-up material in
the trash, while only managers are allowed to clean up chemical/hazardous material spills and place the used spill
magic into the proper HW tote. Lashay stated she did not know who used and placed the spill magic into the"Pull
and Hold"tote, nor did she know what the spill magic was used for. Lashay placed the item in a hazardous waste tote
at the time of inspection without knowing what type of hazardous chemical, if any, was mixed with the spill magic.
(see photos IMG 7220, 7229-31)
Any person who generates a waste shall accurately determine if the waste is a hazardous waste, as to ensure that
incompatible wastes are not being stored together.
Immediately make accurate hazardous waste determinations for all waste, and manage it according the Title 22
hazardous waste regulations.
Submit a statement explaining how unidentified wastes, such as the waste mentioned above, will be managed in the
future.
This is a Class II violation.
FA0002062 PR0538908 SCO01 06/27/2019
EHD 22-01 Rev.09/27/2018 Page 4 of 13 Small Quantity Hazardous Waste Generator OIR
1868 E.
