SAN J O A Q U I N Environmental Health Department <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Big Lots Stockton 1916 2720 COUNTRY CLUB DR, Stockton June 27 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> Based on the types of violations observed,the facility employees are not trained on proper hazardous waste(HW) <br /> handling or the training provided has been inadequate. <br /> -A Compressed Gas&Flammable(CG&FL)Hazardous Waste(HW)tote was found containing five aerosol cans, <br /> but lacking the physical state on the HW label. Lashay Fielder, Store Manager, marked liquid for the physical state on <br /> the label at the time of inspection. (IMG 7129-32) <br /> -A Corrosive Acid(CA) HW tote was found containing a bagged leaking container of Comet Cleaning Powder With <br /> Bleach. However, according to the Big Lot's Hazardous Waste Management Program Reference Guide(Program <br /> Guide)found at the HW storage area, and the label on the Oxidizer(OX)HW tote, items containing bleach are <br /> classified as oxidizers. Lashay placed the Comet into the OX HW tote at the time of inspection. (IMG 7133-38, 7146). <br /> -A Toxic&State(TX&ST)HW tote was found containing solid waste and liquid waste, such as a bagged leaking 7 fl <br /> oz container of Connoisseur Jewelry Cleaner and an 8 oz container of Pantene hair conditioner, but lacking the <br /> physical state on the HW label. Lashay, marked solid for the physical state on the label, but did not mark liquid. (IMG <br /> 7157-62, 7167-71) <br /> -A bagged leaking 7 fl oz container of Connoisseur Jewelry Cleaner was found in the TX&ST HW tote, however <br /> according to the Big Lots Hazardous Material Quick Reference Guide(Quick Guide), and the Program Guide, metal <br /> cleaners and polishes are classified as corrosive acids. Lashay placed the jewelry cleaner in the CA HW tote. (IMG <br /> 7162, 7167-72, 7145) <br /> -Seemingly empty containers of the following items were found,without used absorbent or other spill-clean-up <br /> material to account for the missing liquid, in the TX&ST HW tote with an accumulation start date of 4/2/19(IMG <br /> 7157-62, 7175-9): <br /> a.A 33.8 fl oz container of Fabuloso Multi-Purpose Cleaner. <br /> b.Two 134 oz containers of Ajax laundry detergent, missing their caps. <br /> Lashay, nor Elijah Franco, Assistant Manager and the primary employee who handles the hazardous waste <br /> storage area, knew what happened to the missing liquid from these containers. <br /> -A tote labeled as TX&ST Waste was found, in the HW storage area, containing a list of Non-Saleable Hazardous <br /> Material Checklist items, along with the items listed on that checklist. Lashay confirmed that the tote was missing a <br /> hazardous waste label. Lashay labeled the tote with the hazardous waste labeling requirements at the time of <br /> inspection. (IMG 7180-4, 7209-11) <br /> -Seemingly empty containers of the following items were found,without used absorbent or other spill-clean-up <br /> material to account for the missing liquid, in the TX&ST HW tote that was missing a hazardous waste label, <br /> mentioned above(IMG 7185-95): <br /> a. One 134 oz container of Ajax laundry detergent, missing its cap. <br /> b. One 13.5 oz container of Simple Pleasures hand soap. <br /> c. One 64 oz container of Soundbody Aromatherapy Foaming Bath, missing its Cap, <br /> d.
