j <br /> Preliminary Site Investigation Work Plan <br /> Former GLOBAL MATERIALS MANAGEMENT <br /> 1640 Broadway Avenue, Stockton, San Joaquin County, California <br /> 1.0. INTRODUCTION <br /> At the request of the property owner Mr. William Johns, Advanced GeoEnvironmental, <br /> Inc. (AGE) has prepared this Preliminary Site Investigation Work Plan (Plan) for the <br /> property located at 1640 Broadway Avenue, Stockton, California (site). A site map <br /> depicting site features, approximate locations of previous soil excavation areas, soil <br /> sample locations, and proposed soil trenching (excavation) locations is presented in <br /> Figure 1. The property is a 0.94-acre rectangular parcel with two main structures on the <br /> western edge of the site. The area of concern is in the south-central area of the site. <br /> 2.0. BACKGROUND <br /> Global Materials Management (GMM) was a used oil filter recycling business. Gross <br /> contamination was visually observed on the property in the area utilized for waste oil <br /> recovery and crushing and storing of used oil filters prior to recycling. Approximately 70 <br /> yards of contaminated soil was excavated and removed from the eastern portion of the <br /> site in 2017. The soil was transported and disposal as non-RCRA hazardous waste. <br /> During a site inspection by SJCEHD in January 2018, the gross contamination visually <br /> appeared to be removed. However, because of previous contamination noted on the <br /> property, four shallow soil samples were collected during the site inspection to evaluate <br /> and confirm remediation/removal of the soil contamination (S-1 through S-4). All four soil <br /> samples exhibited residual contamination. An elevated level of total lead (Pb) was <br /> detected in one soil sample (ID-1) at a concentration of 450 milligrams per kilogram <br /> (mg/kg). Soluble Threshold Limit Concentration (STLC) analysis of sample S-1 detected <br /> Pb at a concentration of 45.9 milligrams per liter (mg/1), which exceeds the hazardous <br /> waste characterization threshold. <br /> Except for the Pb concentration detected in S-1, all other metal concentrations were <br /> below the January 2018 Human and Ecological Risk Office (HERO), Human Health Risk <br /> Assessment (HHRA)-Note 3 screening levels for commercial properties, published by the <br /> California Department of Toxic Substance Control (DTSC-SLs) and the November 2017 <br /> Environmental Protection Agency (EPA) Region 9 Regional Screening Levels for <br /> industrial soil (RSLs). Additionally, TPH-oil detected in all four samples was below the <br /> San Francisco Bay RWQCB Environmental Screening Level for commercial properties. <br /> Analytical results of soil sample and screening level values are summarized in Table 1; a <br /> copy of the analytical lab report is included in Appendix A. <br /> Based on the results of the soil sample analysis, the San Joaquin County Environmental <br /> Health Department (SJCEHD) prepared a Waste Discharge/Spill Response Notice to <br /> Abate letter dated 20 March 2018 (Appendix A).
